Tracey St. Julien
Tracey St. Julien was appointed to the Board of Juvenile Hearings by Governor Brown in June 2017. Ms. St. Julien had served as a Youthful Offender Parole Board Representative for the Board of Juvenile Hearings since 2008. Previously, Ms. St. Julien served as a principal consultant with the California State Assembly from 2007 to 2008, and a commissioner for the Board of Parole Hearings from 2005 to 2006. Ms. St. Julien was executive director of the American College of Obstetricians and Gynecologists, District IX, from 2001 to 2005. She served as chief of staff in the office of California State Assemblymember Curtis Tucker, Jr. from 1988 to 1996. Ms. St. Julien holds a Bachelor of Science degree from the University of San Francisco.

Gilbert Infante
Gilbert Infante was appointed to the Board of Juvenile Hearings by Governor Brown in November 2017. Mr. Infante has been treatment team supervisor at the Stockton Training center in the California Department of Corrections and Rehabilitation, Division of Juvenile Justice since 2015. He served in several positions at the Ventura Youth Correctional Facility from 2007 to 2015, including parole agent, senior youth correctional counselor and youth correctional counselor. Mr. Infante holds a Bachelor of Science degree from California State University – Fresno.

Dr. Phlunte’ Riddle, Psy.D
Phlunte’ Riddle was appointed to the Board of Juvenile Hearings by Governor Newsom in October 2019. Ms. Riddle spent the majority of her career with the Pasadena Police Department, serving in many positions including police officer, investigator, sergeant, lieutenant, public information officer, and adjunct to the chief of police. She has been owner of Phlunte’ Riddle Leadership Consultants since 2013. Ms. Riddle served as an external affairs consultant to State Assemblymember Chris Holden from 2018 to 2019 and as director of his district office from 2017 to 2018, where she was a senior field representative from 2016 to 2017. Ms. Riddle was interim executive director of the YWCA Pasadena-Foothill Valley Chapter in 2013. She is a graduate of California Command College and the FBI National Academy in Quantico, Virginia. Ms. Riddle holds a doctoral degree in Psychology from Philips Graduate Institute and a Master of Arts degree in Organizational Leadership from Woodbury University.
