Box 942883, Sacramento, CA 94283 <br>Phone: (279) 210-3722<br>Email: <a href=\"mailto:SBDVBEAdvocate@CDCR.ca.gov\" target=\"_blank\" rel=\"noreferrer noopener\">SBDVBEAdvocate@CDCR.ca.gov<\/a><\/p>\n\n\n\n<h2 class=\"wp-block-heading\">The Role of the SB\/DVBE Advocate<\/h2>\n\n\n\n<p>The CDCR SB\/DVBE Advocate\nrepresents the department statewide to the SB\/DVBE and non-profit\ncommunity.&nbsp; The CDCR Statewide Advocate supports the business community\nwith program compliance and information, such as, prompt payment assistance,\ncertification assistance, bidding opportunities, and California certification\nor non-profit recognition.<\/p>\n\n\n\n<p>The Statewide SB\/DVBE Advocate\nprovides contact information to the business community to better assist\nsuppliers seeking business opportunities with the department.&nbsp; As needed,\nthe Statewide SB\/DVBE Advocate serves as liaison for CDCR and the Department of\nGeneral Services on SB\/DVBE program issues.&nbsp; The CDCR is structured with\nSmall Business\/DVBE Advocate liaisons to represent CDCR\u2019S 35 Institutions, 3\nfacilities, and several programs to provide additional business services and\nsupport throughout California.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">The Role of the SB Liaison <\/h2>\n\n\n\n<p>The SB Liaison shall be responsible\nfor:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Receiving and responding to complaints received\nby the agency from small businesses.<\/li>\n\n\n\n<li>Providing technical advice and assisting small\nbusinesses in resolving problems and questions regarding compliance with the\nagency\u2019s regulations and relevant statutes.<\/li>\n\n\n\n<li>Reporting small business concerns and, if\nappropriate, reporting recommendations to the agency secretary or to the agency\nhead, as defined in Section 11405.40.<\/li>\n\n\n\n<li>Reviewing and updating, on a semiannual basis,\ncontent on the agency Web site that is accessible through the small business\nlink provided on the State of California Internet portal pursuant to Section\n11541.5.<\/li>\n\n\n\n<li>Assisting the agency secretary, department\ndirector, or executive officer, as applicable, in ensuring that the procurement\nand contracting processes of the applicable entity are administered in order to\nmeet or exceed the 25 percent small business participation goal, and developing\nand sharing innovative procurement and contracting practices from the public\nand private sectors to increase opportunities for small businesses.<\/li>\n\n\n\n<li>The small business liaison shall not advocate\nfor or against the adoption, amendment, or repeal of any regulation or\nintervene in any pending investigation or enforcement action.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\">SB Accounts Receivable\/Payable Assistance<\/h2>\n\n\n\n<p>Certified SB suppliers or non-profits seeking assistance with past due payments may email a request for assistance, to Sacramento Accounting Small Business Center for Excellence, to receive payment on past due invoices.<\/p>\n\n\n\n<p>Phone (916)255-5443<br>Email: <a href=\"mailto:sacaphelp@cdcr.ca.gov\">SACAPHELP@cdcr.ca.gov<\/a><br><\/p>\n\n\n\n<p>The following are links to the <a href=\"https:\/\/www.dgs.ca.gov\/\" target=\"_blank\" rel=\"noreferrer noopener\">California Department of General Services&#8217;<\/a> website, which provides information for small businesses and DVBEs:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><a href=\"https:\/\/www.dgs.ca.gov\/PD\/Resources\/Page-Content\/Procurement-Division-Resources-List-Folder\/How-to-do-business-with-the-state-of-California\">Selling to the State<\/a> &#8211; Learn how California government acquires goods, services, and information technology.<\/li>\n\n\n\n<li><a href=\"https:\/\/www.dgs.ca.gov\/OBAS\/Bid-Opportunities\">State Contracts<\/a> &#8211; Learn about the California State Contracts Register.<\/li>\n\n\n\n<li><a href=\"https:\/\/www.dgs.ca.gov\/PD\/Resources\/Page-Content\/Procurement-Division-Resources-List-Folder\/How-to-do-business-with-the-state-of-California\">Small Business and DVBE Services <\/a>&#8211; Learn more about California&#8217;s Small Business and DVBE Services.<\/li>\n\n\n\n<li><a href=\"https:\/\/www.dgs.ca.gov\/PD\/Services\/Page-Content\/Procurement-Division-Services-List-Folder\/Certify-or-Re-apply-as-Small-Business-Disabled-Veteran-Business-Enterprise\">California SB, DVBE, SB-PW Certification<\/a> &#8211; Learn how to become a certified small business.<\/li>\n<\/ul>\n\n\n\n<p><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Julia Diener (Acting)Office of Business Services Business Management &amp; Procurement Branch P.O.
