{"id":10644,"date":"2020-03-31T16:07:18","date_gmt":"2020-03-31T23:07:18","guid":{"rendered":"http:\/\/cdcr.test\/dom\/chapter-5-adult-custody-and-security-operations\/article-44-prison-rape-elimination-policy\/54040-18-institutional-staffing-plan\/"},"modified":"2021-12-09T23:35:42","modified_gmt":"2021-12-09T23:35:42","slug":"54040-18-institutional-staffing-plan","status":"publish","type":"dom","link":"https:\/\/www.cdcr.ca.gov\/operations-manual\/dom\/chapter-5-adult-custody-and-security-operations\/article-44-prison-rape-elimination-policy\/54040-18-institutional-staffing-plan\/","title":{"rendered":"54040.18 Institutional Staffing Plan"},"content":{"rendered":"\t<ul class=\"cdcr-dom-group-block\">\n\t\t\n\t<li class=\"cdcr-dom-item-block\">\n\t\t\t\t\t<p>CDCR shall ensure that each facility it operates develops, documents and makes its best efforts to comply on a regular basis with a staffing plan that provides for adequate levels of staffing, and where applicable, video monitoring to protect offenders against sexual abuse.\u00a0 In calculating adequate staffing levels and determining the need for video monitoring, facilities shall take into consideration: (1) Generally accepted detention and correctional practices; (2) Any judicial findings of inadequacy; (3) Any findings of inadequacy from Federal investigative agencies; (4) Any findings of inadequacy from internal or external oversight bodies; (5) All components of the facility\u2019s physical plant (including \u201cblind-spots\u201d or areas where staff or inmates may be isolated); (6) The composition of the inmate population; (7) The number and placement of supervisory staff; (8) Institution programs occurring on a particular shift; (9) Any applicable State or local laws, regulations, or standards;
