Under a narrowly-drawn exemption within the APA, DOM policies pertaining to &#8220;internal management&#8221; do not need to derive authority from another source.<\/p>\n\t\t\t\t\t<\/li>\n\t\t<li class=\"cdcr-dom-item-block\">\n\t\t\t\t\t<p>The legal authorities that are the foundation of a DOM article are cited in the &#8220;References&#8221;
