{"id":8568,"date":"2020-03-31T09:24:37","date_gmt":"2020-03-31T16:24:37","guid":{"rendered":"http:\/\/cdcr.test\/dom\/chapter-3-personnel-training-and-employee-relations\/article-18-general-training\/32010-8-1-training-resources\/"},"modified":"2026-04-02T16:48:10","modified_gmt":"2026-04-02T16:48:10","slug":"32010-8-1-training-resources","status":"publish","type":"dom","link":"https:\/\/www.cdcr.ca.gov\/operations-manual\/dom\/chapter-3-personnel-training-and-employee-relations\/article-18-general-training\/32010-8-1-training-resources\/","title":{"rendered":"32010.8.1 Training Resources"},"content":{"rendered":"\t<ul class=\"cdcr-dom-group-block\">\n\t\t\n\t<li class=\"cdcr-dom-item-block is-style-no-marker\">\n\t\t\t\t\t<p>Available training sources include:\u00a0<\/p>\n\t\t\t\t\t<\/li>\n\t\n\n\t<li class=\"cdcr-dom-item-block is-style-default\">\n\t\t\t\t\t<p><strong>IST<\/strong><br>IST courses or activities are sponsored and conducted by the department or other state departments, individually or in joint agreement, for the purpose of developing the skill, knowledge, and abilities of state employees.\u00a0<\/p>\n\t\t\t\t\n\t<ul class=\"cdcr-dom-group-block\">\n\t\t\n\t<li class=\"cdcr-dom-item-block\">\n\t\t\t\t\t<p>IST may be designed specifically to meet the needs of a particular group, facility, or office and presented directly to local employees. When close control of course content, learning processes, instructor standards, evaluation methods, and adherence to legal or other mandates is required, IST is used to ensure accountability.<\/p>\n\t\t\t\t\t<\/li>\n\t\n\n\t<li class=\"cdcr-dom-item-block\">\n\t\t\t\t\t<p>A departmentally approved course outline or lesson plan shall be used to conduct training. All lesson plans shall be forwarded to the OTPD or review and approval. The Deputy Director of POSED, or designee, may authorize a departmental program or unit to approve training on a case-by-case basis.<\/p>\n\t\t\t\t\t<\/li>\n\t\n\t<\/ul>\n\t\n\t<\/li>\n\t\n\n\t<li class=\"cdcr-dom-item-block is-style-default\">\n\t\t\t\t\t<p><strong><strong>On the Job Training (OJT)<\/strong><\/strong><br>OJT is provided to employees in either a classroom or work setting to ensure acceptable levels of performance, knowledge, and abilities, and to correct deficiencies. When appropriate, IST Managers, and TCs are encouraged to fully utilize this type of training as opposed to on-site or off-site training that does not fall within the trainee&#8217;s regular work hours.<\/p>\n\t\t\t\t\t<\/li>\n\t\n\n\t<li class=\"cdcr-dom-item-block is-style-default\">\n\t\t\t\t\t<p><strong><strong>eLearning<\/strong><\/strong><br>eLearning is a method for employees to receive training that may include, but is not limited to site-specific, departmental, or career development training via a computer utilizing the department\u2019s training portal. This may be conducted on-site or off-site, but should be completed within the trainee\u2019s regular work hours. eLearning shall be considered a form of OJT.<\/p>\n\t\t\t\t\t<\/li>\n\t\n\n\t<li class=\"cdcr-dom-item-block is-style-default\">\n\t\t\t\t\t<p><strong><strong>On-Site Formal Training<\/strong><\/strong><br>Any locally presented training activity, on-site formal instruction, seminars, and workshops, for which training credit is to be given, shall be recorded on a CDCR Form 844, Training Participation Sign-in Sheet. Employees shall complete the required information and the instructor shall ensure that the completed forms are received by the IST Manager or TC. The IST Manager or TC shall credit each attending employee&#8217;s training record per DOM section 32010.8.4 and retain the CDCR Form 844, Training Participation Sign-In Sheet, according to the departmental retention schedule requirements.<\/p>\n\t\t\t\t\t<\/li>\n\t\n\n\t<li class=\"cdcr-dom-item-block is-style-default\">\n\t\t\t\t\t<p><strong><strong>Off-Site Training<\/strong><\/strong><br>Employees shall arrange with the IST Manager or TC for appropriate certification of any instruction, seminar, or workshop presented away from the employee&#8217;s place of work for which training credit is to be allowed. Upon receipt of the arranged certification, the IST Manager or TC shall credit the employee&#8217;s training record per DOM section 32010.8.4. A copy of the certificate of completion shall be placed in the employee&#8217;s training file.<\/p>\n\t\t\t\t\t<\/li>\n\t\n\n\t<li class=\"cdcr-dom-item-block is-style-default\">\n\t\t\t\t\t<p><strong><strong>Out of Service Training (OST)<\/strong><\/strong><br>OST is any formal training sponsored by a non-state agency and is open to the private sector, as well as state civil service employees. Such training includes courses and activities:<\/p>\n\t\t\t\t\n\t<ul class=\"cdcr-dom-group-block\">\n\t\t\n\t<li class=\"cdcr-dom-item-block\">\n\t\t\t\t\t<p>Offered through accredited colleges or universities.<\/p>\n\t\t\t\t\t<\/li>\n\t\n\n\t<li class=\"cdcr-dom-item-block\">\n\t\t\t\t\t<p>Conducted by private consultants, firms, or other non-state agencies, such as federal or local governments or special interest groups (i.e., associations, professional groups, etc.).<\/p>\n\t\t\t\t\t<\/li>\n\t\n\n\t<li class=\"cdcr-dom-item-block\">\n\t\t\t\t\t<p>OST training for the purpose of meeting departmental needs for scientific, technical, professional, and management skills shall be evaluated, and processed as follows:<\/p>\n\t\t\t\t\n\t<ul class=\"cdcr-dom-group-block\">\n\t\t\n\t<li class=\"cdcr-dom-item-block\">\n\t\t\t\t\t<p>Training shall be necessary and of direct value to the department and relevant to the employee&#8217;s general field of work.<\/p>\n\t\t\t\t\t<\/li>\n\t\n\n\t<li class=\"cdcr-dom-item-block\">\n\t\t\t\t\t<p>Training shall provide knowledge, skills, or abilities that cannot be cost-effectively acquired through departmental IST as defined in this chapter (exclusive of specialized training).<\/p>\n\t\t\t\t\t<\/li>\n\t\n\n\t<li class=\"cdcr-dom-item-block\">\n\t\t\t\t\t<p>Training with the purpose of covering subject matter not sufficiently or recently encompassed in the employee&#8217;s previous education, or experience of which the employee would not normally be expected to know prior to their present position.<\/p>\n\t\t\t\t\t<\/li>\n\t\n\t<\/ul>\n\t\n\t<\/li>\n\t\n\n\t<li class=\"cdcr-dom-item-block\">\n\t\t\t\t\t<p>Employees participating in OST may have credit for such training applied toward their annual training requirements on an hour-for-hour basis.
