Mental Health Services Continuum Program

The Division of Adult Parole Operations, Mental Health Services Continuum Program (MHSCP) provides parolees with a seamless continuum of care from the California Department of Corrections and Rehabilitation, Mental Health Services Delivery System in State prisons to State parole supervision.

The MHSCP incorporates a collaborative approach to parolee mental health services aimed at reducing the symptoms of mental illness among parolees to enhance public safety and reducing recidivism. The MHSCP is comprised of the following programs:

Parole Outpatient Clinic

Parole Outpatient Clinics (POC) provide timely, cost-effective mental health services aimed at reducing the symptoms of mental illness among the parolee population to optimize their level of functioning in the community.

Staffed with psychiatrists, psychologists, and social workers who are available to assist parolees with their community reintegration, POC provides services including the evaluation of mental illness, medication management, individual therapy, group therapy, crisis intervention, and case management. In addition, POC staff collaborates with Integrated Services for Mentally Ill Parolees (ISMIP) providers, connecting eligible mentally ill parolees to additional outpatient services.

Integrated Services for Mentally Ill Parolees

The ISMIP Program provides comprehensive mental health and support services, including housing subsidies, to parolees who suffer from severe mental illness and are at risk for homelessness.

Transitional Case Management Program

The Transitional Case Management Program (TCMP) provides pre-release benefit assistance to all eligible inmates releasing to Parole or Post Release Community Supervision approximately 90-120 days prior to release from prison. TCMP benefit workers provide Medi-Cal, Social Security Administration, and Veterans Administration benefit application assistance.

Case Management Reentry Program

Pursuant to California Penal Code Section 3016, the Case Management Reentry Pilot Program has been implemented for offenders who have been sentenced to a term of imprisonment and who are likely to benefit from a case management reentry strategy designed to address mental disorders, developmental disabilities, homelessness, and joblessness while serving a term of parole.
