Task Statements:

1.  Plan the work of assigned staff with regional responsibilities for an extensive geographical area of multiple facilities to ensure compliance with plans, specifications, building codes, and standards as directed.

2.  Coordinate construction projects to meet priority objectives by considering the entire scope of the project and referencing the approved construction documents (e.g., plans and specifications, etc.) under the general direction of the Chief, Day Labor Program, and Correctional Facility (CF).

3.  Manage the development of project construction schedules by considering the entire scope of the project and referencing the approved construction documents (e.g., plans and specifications, etc.) to meet priority objectives (e.g., project urgency and costs, etc.) under the general direction of the Chief, Day Labor Program, CF.

4.  Prioritize the allocation of project funds, materials, equipment and staff on a regional basis to ensure timely project completion utilizing construction schedules, cost estimates, project budgets, etc. as needed.

5.  Oversee project expenditures and budget by providing direction in the allocation of resources (e.g., project funds, materials, equipment and staff) by reviewing project documentation and/or inspections under the direction of the Chief, Day Labor Program on an ongoing basis.

6.  Review plans, specifications, and work descriptions against actual field conditions to clarify construction issues through the Construction Bulletin (CB), Request for Information (RFI), and Change Order (CO) process, as required.

7.  Perform final inspection and acceptance of projects in order to confirm completion and compliance utilizing construction documents, design criteria, and applicable building codes as required.

8.  Prepare correspondence and reports to stakeholders and executive management for project status and briefing utilizing project summary documents and schedules, etc. on a regular basis

9.  Participate in the development of policies and procedures relating to the construction programs of the department to ensure consistency and conformity utilizing established guidelines, laws, rules/regulations, and departmental policies as needed.  

10.  Manage regional contracts based on approved construction documents to issue notices (i.e., proceed/completion notices) and to approve or disapprove payment as needed.

11.  Develop scope of work, timelines, and estimates based on approved construction documents for different types of contracts (i.e., public works contracts or service contracts) to provide specialty services pertaining to construction projects as needed.

12.  Instruct assigned staff to coordinate with the facility on complex construction and repair projects to minimize the impact on the facility and its programs to comply with the DOM, CCR, and Title 15 as needed.

13.  Plan regional safety activities for staff in order to maintain the Injury Illness Prevention Program (IIPP) utilizing departmental policies, procedures, guidelines, and regulations in accordance with Title 15 and the California Office of Safety and Health Administration (Cal-OSHA) standards.

14.  Identify safety issues in order to maintain the IIPP utilizing hazard assessment, corrective action, and specific individual training on the use of tools and equipment in accordance with Cal-OSHA standards

15.  Provide leadership and guidance to second level supervisors to produce a quality product within budget and schedule utilizing effective communication and organizational skills as needed.

16.  Travel (including overnight) to different locations statewide to provide project oversight, implement policies and procedures, attend training, etc. utilizing state or personal vehicle, airlines, etc. as needed.

17.  Supervise assigned staff in the selection of adult/youthful offenders by working with the California Department of Corrections and Rehabilitation (CDCR) classification committee to ensure that qualified adult/youthful offender labor is provided for each construction project as needed.

18.  Complete long-term regional planning of program activities to achieve the goals and objectives of the Department utilizing five year plan, schedules, capital outlay budget change proposals, court mandated projects, etc. as directed.

19.  Oversee the maintenance and repair of construction tools and equipment to maintain safe operation in accordance with the departmental and program’s policies and procedures as needed..

20.  Verify consistent performance standards in preparing cost estimates (e.g., materials, labor, equipment, contracts, etc.) to support construction project funding requests utilizing plans, specifications and work descriptions as directed.

21.  Verify consistent performance standards of resource loaded construction schedules to support construction project funding requests utilizing plans, specifications, and work descriptions as needed.

22.  Manage the regional approval process for the procurement of necessary materials, tools, and equipment as determined from the approved construction documents in accordance with state purchasing guidelines in order to complete assigned projects as needed.

23.  Verify necessary changes to plans, specifications, and work descriptions against actual field conditions to resolve construction issues through the CB, RFI, and CO process as needed.

24.  Provide technical assistance to professional architectural and engineering staff in order to resolve construction issues through the CB, RFI, and CO process as needed.

25.  Review data and submittals (e.g., shop drawings and manufacturers cut sheets) to ensure materials and equipment specified comply with plans and specifications, utilizing the Architectural and Engineering disciplines as required.

26.  Provide recommendations of data and submittals (e.g., shop drawings and manufacturers cut sheets) to ensure materials and equipment comply with plans and specifications, to the Architect and/or Engineer of record as requested.

27.  Verify work in progress meets plans, specifications, codes and standards within project schedules to comply with program policies and guidelines as required..

28.  Manage CBs, RFIs, COs, and project documents to maintain accurate project records utilizing policies and procedures as required.

29.  Apply civil service laws, rules/regulations, departmental policies and procedures, etc. to construction processes to ensure compliance as needed.

30.  Train individuals/groups in the appropriate interpretation and application of departmental policies/procedures, guidelines, and regulations to comply with Cal/OSHA standards utilizing the IIPP as required.

31.  Coordinate training of civil service staff, casual labor, and adult/youthful offenders through safety and orientation programs to familiarize employees with departmental policies and procedures as required.

32.  Maintain safety and security of assigned working areas through inspections and searches for contraband (e.g., weapons or illegal drugs, etc.) and tool/key control to prevent escape or injury to themselves or others by inmates/youthful offenders in accordance with DOM, departmental policies and procedures, and Title 15, etc.

33.  Train staff on interpreting and applying policies, procedures, and safety awareness utilizing classroom and on the job training, mentoring, etc. for successful job performance and upward mobility as needed.

34.  Complete employee Individual Development Plan (IDP), performance evaluations and probationary reports in order to document accomplishments, performance goals and areas of improvement utilizing departmental policies and procedures as required

35.  Perform supervisory duties in the work place with regard to department-wide mandates concerning Equal Employment Opportunity (EEO) and other personnel practices in order to maintain a discrimination free work environment as mandated by CDCR.

36.  Address stressful situations in the work place professionally and tactfully in order to promote employee overall health and well-being in accordance with professional ethics and EEO policies

37.  Manage consistent performance standards in preparing cost estimates (e.g., materials, labor, equipment, contracts, etc.) and construction schedules to support construction project funding requests utilizing plans and specifications as needed.

38.  Deliver oral presentations to management, institutional administration, and employees in order to provide project status/updates utilizing tools and equipment (e.g., minutes, schedules, conference calls, etc.) as necessary.

39.  Communicate professionally and effectively both orally and in writing to the project team utilizing tact and interpersonal skills to establish and maintain positive working relationships on an ongoing basis.

40.  Provide assistance to managers, employees, and control agencies on sensitive and/or complex matters to resolve construction issues, provide information and/or recommendations using references/policies (e.g., submittals, design criteria, and specifications, etc.) as needed.

41.  Recommend policies and procedures relating to the construction programs of the Department to provide consistency and conformity utilizing established guidelines, laws, rules and regulations as required.

42.  Participate in the hiring of new civil service staff, casual labor, and adult/youthful offenders for the Inmate/Ward Labor Program to provide qualified personnel and skilled labor to execute completion of construction projects in accordance with the Department of California Human Resources (CalHR).

43.  Assist in coordinating a pre-apprentice program for adult/youthful offenders with institution staff and the local trades’ persons to enhance rehabilitation, utilizing the current multi-trade curriculum under the general direction of the Program Administrator
