Task Statements:

1.  Acts as a consultant to various agencies (public and private), departmental staff, the public, etc., on health care issues to provide expertise, direction/guidance, information, and technical assistance, and ensure quality health care to persons committed to the California Department of Corrections (CDC), utilizing professional knowledge, Federal and State laws (e.g., Penal Code (PC), Title 15, Title 17, Title 22, regulations, etc.), Departmental Operations Manual (DOM), Administrative Bulletins (AB), policies, procedures, communication skills, internet, etc. under direct supervision.

2.  Develops the tools, aids, methodology, etc. necessary to conduct studies utilizing professional knowledge, Federal and State laws (e.g., PC, Title 15, Title 17, Title 22, regulations, etc., DOM, ABs, policies, procedures, internet, computer software, etc. under direct supervision.

3.  Implements studies to gather/obtain information, utilizing professional knowledge, communication skills, policies, procedures, computer software, etc. under direct supervision.

4.  Evaluates study results to provide information to management and make recommendations for program modifications and implement new programs utilizing professional knowledge, Federal and State laws (e.g., PC, Title 15, Title 17, Title 22, regulations, etc.) DOM, ABs, policies, procedures, internet, computer software, under direct supervision.

5.  Participates in the development of programs, nursing components of related programs, standards, policies, procedures, etc. for Health Care Services Division (HCSD) to provide knowledge, expertise, and to ensure compliance and consistency with court mandates, laws, rules, regulations, utilizing professional knowledge, Federal and State laws (e.g., PC, Title 15, Title 17, Title 22, regulations) DOM, ABs, policies, procedures, internet, etc. under direct supervision.

6.  Implements programs, nursing components of related programs, standards, policies, procedures, etc. for Health Care Services Division (HCSD) to provide direction/guidance to staff, quality health care to persons committed to the CDC, and to ensure compliance and consistency with court mandates, laws, rules, regulations, utilizing professional knowledge, Federal and State laws (e.g., PC, Title 15, Title 17, Title 22, regulations, etc.), DOM, ABs, policies, procedures, communication skills, computer software, etc., under direct supervision.

7.  Evaluates programs, nursing components of related programs, standards, policies, procedures, etc. for HCSD to obtain information, assess effectiveness, and ensure compliance and consistency with court mandates, laws, rules, regulations, utilizing professional knowledge, Federal and State laws (e.g., PC, Title 15, Title 17, Title 22, regulations) DOM, ABs, policies, procedures, internet, etc. under direct supervision.

8.  Provides education/training to field health care staff, custody staff regarding health care issues, new health care delivery systems etc., to provide direction/guidance to staff, quality health care to persons committed to the CDC and ensure compliance and consistency with court mandates, laws, rules, regulations, utilizing professional knowledge, Federal and State laws (e.g., PC, Title 15, Title 17, Title 22, regulations) DOM, ABs, policies, procedures, computer software, communication skills, etc. under direct supervision.

9.  Analyzes proposed health care legislation, government reports, licensing surveys, etc., to identify areas for improvement, make recommendations, determine the impact on department programs, etc. utilizing professional knowledge, Federal and State laws (e.g., PC, Title 15, Title 17, Title 22, regulations) DOM, ABs, policies, procedures, computer software, communication skills, etc. under direct supervision.

10.  Prepares various written documents (e.g. memorandum, correspondence, reports, etc.) to request and/or provide information to others utilizing computer hardware/software, communications skills, spelling/grammar, laws, rules, regulations, policies, procedures, DOM, etc. under direct supervision.

Knowledge of:

K1.  General knowledge of the principles, techniques, methods, and procedures of current nursing practices to promote quality health care services to persons committed to the California Department of Corrections and Rehabilitation (CDCR).

K2.  Basic knowledge of current philosophies and patterns of nursing education to provide education and training to field health care staff regarding health care issues, and current nursing practices.

K3.  Basic knowledge of principles and methods of consultation to provide nursing expertise, direction, information and technical assistance to various agencies (public and private), department staff and the public.

K4.  Basic knowledge of problem solving techniques, to provide direction and guidance to staff, and to ensure compliance and consistency with court mandates, laws, rules, policies, procedures, regulations, etc.

K5.  Basic knowledge of group processes to effectively function as a team member.

K6.  Basic knowledge of research principles and methodology to conduct studies, evaluate results, provide information to management, and make recommendations for implementation of new programs and modifications to existing programs, etc.

K7.  Basic knowledge of roles, responsibilities, and interrelationships of the various health disciplines and agencies to obtain information, provide effective consultation, and promote quality health care to persons committed to the CDCR.

K8.  General knowledge of cultural and sociological patterns of persons committed to the CDCR as they affect health care delivery, to develop programs, nursing components of related programs, standards, policies, procedures, etc., and to provide consultation.

K9.  Basic knowledge of State and Federal legislation related to health services to provide effective consultation, and promote quality health care to persons committed to the CDCR.

K10.  Basic knowledge of techniques of program development, monitoring and evaluation to promote quality health care to persons committed to the CDCR, and ensure compliance and consistency with court mandates, laws, rules, regulations, etc.

Skill to:

Willingness to:

WC1.  Willingness to abide by and adhere to safety policies and provisions (e.g., wear personal alarm, carry whistle, etc.) applicable to specific work assignments.

WC2.  Willingness to work in a State correctional facility at various custody/security levels.

WC3.  Willingness to work around inmates/parolees, including some who may be infected with contagious diseases such as Hepatitis C, HIV/AIDS, or tuberculosis.

WC4.  Willingness to actively participate in the peer review and clinical quality review process.

WC5.  Willingness to participate in the audit process.

WC6.  Willingness to provide instruction or oversight regarding departmental policies, procedures, standards, and practices to other employees, outside consultants, and/or members of the public.

WC8.  Willingness to bend, stoop, climb stairs, push, pull, twist, and briskly walk a minimum of 50 yards.
