Journey of redemption: Meet Lawrence Walker

Lawrence Walker, a CAL FIRE firefighter, got his start as an incarcerated crew member at Sierra Conservation Center in Jamestown. Back then, Jesse Corrales was a fire captain at the institution fire house.

While deployed to the devastating Southern California wildfires, Walker reconnected with Corrales.

“(It was a) very emotional experience seeing him, just seeing him on the other side now,” Walker said. “Being able to hold my head up high and just show him all the hard work and effort other people put into the program (is) paying off. Staff Highlights

QM Lean Office Celebrates 16 New Lean Six Sigma Green Belt Graduates

QM Lean Office, 16 graduates

The QM Lean Office congratulated 16 new Lean Six Sigma (L6S) Green Belt graduates on Jan. 8, with a ceremony at headquarters in Elk Grove. Over the course of 6 months, the participants learned how to approach a process improvement project using L6S Green Belt level training and earned their Certification by presenting a project plan in progress and with completion within reach. Some issues covered include Keep on Person (KOP) Prescriptions, Improving Compliance for Ordered Laboratory Services, and Transfer Seen Timely: Medium/Low Risks with Chronic Conditions.

“Earning my Lean Six Sigma Green Belt was a transformative and rewarding experience,” said Mercedes Padilla, from Region II. “It helped me understand quality management and process improvement, which can be valuable problem-solving skills to contribute.” 


Meet CCHCS Staff Committed to Eye Health

This month, CCHCS spotlights two valuable staff members spearheading Western University Vision’s mobile eye care visits. “I’ve always been passionate about providing care to those who need it most. Musician Cody Marks Brings Music and Joy to High Desert Prison

Anti Recidivism Coalition (ARC) partnered with musician Cody Marks to hold concerts on High Desert State Prison’s Level 4 general population facilities. The concerts featured a mix of musical genres.

Marks and her band invited incarcerated individuals to participate, with several joining in by playing guitar, singing and rapping.

The room was filled with laughter and cheerful smiles from both the crowd and participants.  


In Our Institutions

First Staff Cornhole Tournament at Avenal

Avenal State Prison hosted its inaugural staff cornhole tournament Jan. 20. What began as a simple suggestion from a small group of staff, supported by Chief Deputy Warden A. Williams, quickly generated excitement throughout the facilities.

The atmosphere was electric as teams formed and strategies were passionately debated, with staff eagerly picking up their lucky beanbags. The camaraderie was palpable, and everyone was ready to showcase their skills.

The tournament was held over two days, ensuring all shifts could participate. Laughter filled the Facility A gymnasium as teams competed head-to-head. Competitive spirits soared.

Staff members from various facilities—many of whom rarely interacted—bonded over their mutual love for the game, swapping stories and celebrating each other’s victories, no matter how small. By the end of the tournament, the event achieved more than just crowning a champion; it elevated morale across the facility. Participants exchanged tips, reconnected, and shared laughs before returning to work.

The enthusiasm carried into the weekend and plans for a second annual tournament are already underway. Congratulations to Central Operations, the champions of Avenal State Prison’s first cornhole tournament.

Corcoran Hosts Second Occupational Mentor Certification Program Graduation

On Jan. 16, Corcoran State Prison held its second graduation ceremony for the Occupational Mentor Certification Program (OMCP). During the ceremony, graduates shared their personal growth and positive changes with instructors, family, and custody staff.

OMCP is a mentorship program that provides participants with intensive education in self-help components, including Integrated Substance Use Disorder Treatment (ISUDT), skill-building courses, and classroom education on alcohol and other drugs (AOD).

The graduates demonstrated remarkable determination in completing the program. They have taken responsibility for their past actions while embracing the opportunity for personal transformation. In doing so, they not only change their own lives but also positively impact those around them.

Graduates were able to invite their families to share in the special moment and celebrate with a meal.

Peace Officer Recruitment January Virtual Career Fairs

January’s virtual career fairs, held via Zoom, drew 96 attendees. Of those, 85% said they plan to apply or have already submitted an application.

Virtual career fairs take place twice per month on Wednesdays from noon to 1:30 p.m. The format is as follows:

  • Noon – 12:45 p.m.: Learn about the role of a correctional officer.
  • 12:45 – 1:30 p.m.: Ask questions about the job and meet one-on-one with a recruiter.

One attendee commented, “You did a great job offering both female and male perspectives working in corrections.”  Another shared, “Very fun and informational meeting. I came out of this with all my questions answered.”

As a self-funded state entity, CALPIA prioritizes rehabilitation through vocational programs and supporting second chances, while training participants to produce quality products and services for its customers. CCHCS

RJD Medical Care Returns to State Control

On Jan. 24, 2025, Receiver J. Clark Kelso delegated medical care at Richard J. Donovan Correctional Facility (RJD) back to the state control. RJD is the 29th institution to have medical care returned to the state and the first in 2025. The decision was based on multiple sources of information, including reports from the Office of the Inspector General, expert assessments, and other monitoring tools.

According to a memo issued on the transition, there would be little to no impact to staff at the institution. The directors of Health Care Services and Health Care Policy and Administration will report to CDCR Undersecretary of Health Care Services Dr. Diana Toche regarding RJD. The memo was accompanied by a letter to CDCR Secretary Jeff Macomber regarding the delegation, as well as the 2021 amended Transition Order from the courts. CMF Warden Attends Local Boys and Girls Club Event

On Jan. 13, 2025, California Medical Facility (CMF) Acting Warden Sircoya Williams, attended a press event for the Vacaville Neighborhood Boys and Girls Club. CEO Anna Eaton, pictured with Warden(A) Williams, announced the opening of a new clubhouse on 107 Peabody Road. The location, currently home to the Opportunity House Thrift Store, was purchased by the Vacaville Boys and Girls Club after raising $5.5 million. Construction is set to begin in summer 2025.

Board members, stakeholders, and local law enforcement attended the event, united by shared vision for a safer community. The new center hopes to foster the next generation’s success and support programs that reduce juvenile delinquency.  Warden (A) Williams’ presence highlighted CMF’s commitment to local community development. The new clubhouse will provide valuable opportunities for youth in the area.

Avenal State Prison Donates to Lemoore High School Band

Incarcerated individuals at Avenal State Prison (ASP) Facilities C and D made a significant impact by raising $1,896.38 for the Lemoore High School Band Boosters.

During a special ceremony on Jan. 24, 2025, ASP staff members presented the check to Lemoore High School Band Director Shawn McElhaney, reinforcing the prison’s commitment to community support.

The funds, generated through food sales and fundraising efforts, will directly enhance the band’s programs. The donation not only supports the band but also exemplifies how kindness and generosity can emerge from unexpected place.

The ceremony took place in Lemoore High School’s band room, where enthusiastic band members, boosters, and faculty gathered to express their appreciation.

“We are incredibly grateful for this generous gift,” said McElhaney and Principal Brady Holaday. “This contribution will significantly benefit our students and help them achieve their goals. It fills us with pride to know that our community stands behind us.”

This event marks a powerful collaboration between ASP and Lemoore High School, highlighting the positive impact of collective goodwill.

Fresno Skateboard Salvage

On Jan. 10, the incarcerated population at Avenal State Prison donated skateboards to Fresno Skateboard Salvage, a nonprofit organization dedicated to providing skateboards and related accessories to underprivileged children in the local community.

Founded by Rodney Rodriguez, Fresno Skateboard Salvage established a partnership with Avenal State Prison in 2019, to transform old skateboards into unique works of art. These artistic creations are auctioned off to raise funds for purchasing new skateboards and accessories. The initiative allows incarcerated individuals to contribute positively to the community while serving as an outlet for their creativity. The program also provides a constructive environment for youth and highlights the exceptional talent of the artists involved. Learn more by watching this video published last year.


Division of Adult Parole Operations

San Diego Parole Agent Honored for Outstanding Service in CARE Act Program

Parole Agent Howard “Walter” Armes, San Diego Parole District, was honored by the CARE Act Team for his outstanding service and advocacy on Jan. 23.

The Community Assistance, Recovery, and Empowerment (CARE) Act provides a pathway to deliver mental health and substance use disorder services to severely mentally ill Californians, many of whom experience homelessness or incarceration without treatment. The civil court process allows family members, first responders, and providers to petition the court to create a voluntary CARE agreement or a court-ordered CARE plan. These agreements or plans may include treatment, housing resources, and other services.

Over the past year, Agent Armes has worked closely with Behavioral Health Reintegration (BHR) staff, the CARE Act Team, and the court to file several successful CARE Act petitions in complex cases. His compassion, teamwork, and dedication have made a significant impact in assisting high-risk, high-need individuals under supervision.
