Anne Jackson, retired health care administrator

Inside CDCR has been made aware of the passing of Anne Elizabeth Jackson, a retired prison health care administrator. Jackson passed away Dec. 24, 2024.

She retired in 2022 after a 30-year career with the department.

After earning her degree from Sacramento State University, Jackson began career as an administrator for the department, managing health care for the prison population.

In 2004, she married David Barton and became a second mom to his two children from a previous marriage. According to her family, although she was unable to have children, she helped raise them as if they were her own.

In 2022, she retired from the CDRC after more than 30 years of service. She retired to spend more time with her family and friends.

Many didn’t notice, but she lived most of her life with a disability, seldom complaining about it. She was run over by a car while riding her bicycle when she was just 9 years old. The accident paralyzed her left arm.

“Anne was extremely bright and loved to share her knowledge while chatting with friends over a glass of wine, or walking the mall with her mom,” her family said. “Anne was generous and kind to everyone who knew her. She will be missed more than words can express.”

She is preceded in death by her father Howell Jackson and brother John Jackson.

She is survived by her husband, stepchildren Stephanie and Jake Barton, her mother, brother, and stepmother.

The memorial services were private. Her ashes will be buried next to her brother’s grave in a local cemetery.
