Watch: Leading without a Badge Summit empowers staff

Law enforcement agency professionals from across the nation gathered June 12 for the Sacramento Regional Leading without a Badge Summit.

Division of Adult Parole Operations (DAPO) Chief Deputy Administrator Wendy Enos and Victoria Quinones, supervisor, served on the planning committee for the event, which welcomed more than 250 participants to foster leadership, collaboration, and professional development.

CDCR was well represented with over 30 staff members attending. Meanwhile, several executive leaders served as panelists and presenters, sharing their expertise and best practices.

Law enforcement agencies and their staff who don’t carry a badge are still critical to the mission, according to Enos.

“(The conference) is tailored for our professional staff who make a huge impact for our public safety mission,” she said. “They (also) contribute so much to our organization. We’re here to celebrate them today for them to learn (and) connect with others and for them to focus on their professional development.”

Kyle Richardson, a DAPO supervisor, stressed the necessity of holding events such as these.

“I think it’s really important for our professional and administrative leaders to be able to network,” Richardson said. “We’re, a lot of the times, behind the scenes of our law enforcement agencies but we play a pivotal role in support of our operations and divisions.”

Lisa Hamrick, also a supervisor, said leaders come in many forms.

“I think this shows that leadership isn’t defined by rank. It is defined by who you are. Anyone can be a leader,” she explained.

  • Tina Bayles, Executive Director, CA Commission on Correctional Peace Officer Standards and Training (CPOST)

Breakout session speaker/presenter:

  • Dr. Briana Rojas, Chief Psychologist, Associate Director, Office of Employee Wellness (OEW)
