TRACY ― Deuel Vocational Institution (DVI) officials are investigating the death of an inmate as a homicide.
On Tuesday, Aug. 1, 2017, at 9:06 p.m., staff in DVI’s D-Wing housing unit found inmate Angel Cisneros, 34, lying unresponsive in a pool of blood inside the shower.
Staff immediately activated their alarms and summoned health care personnel. Staff performed CPR and transported Cisneros to the treatment and triage area
Cisneros was pronounced dead at 9:38 p.m.
DVI staff halted all movement in D-Wing to preserve the crime scene.
Cisneros was received into the California Department of Corrections and Rehabilitation from Tulare County on March 19, 2013, with a seven-year sentence for possession of a controlled substance and driving under the influence, resulting in great bodily injury.
A suspect has not been named at this time. DVI’s Investigative Service Unit and investigators from the San Joaquin County District Attorney’s Office are working together on the investigation.
Prison officials have limited inmate movement to facilitate the investigation.
DVI operates as a reception center that receives inmates from 29 Northern California counties. DVI’s secondary mission is to provide housing for general population, level I, II and III inmates.
DVI houses 2,435 inmates and employs 1,033 people.
