FOLSOM – The Investigative Services Unit at California State Prison-Sacramento (CSP-SAC) is investigating the death of an inmate who was fatally shot by a correctional officer while he and two other inmates were attempting to murder another inmate.
Just before 9 a.m. today, inmates Gustavo Reyes, Martin Pacheco and Angel Torres attacked inmate Paul Solis with weapons they had made. They ignored correctional officers’ repeated orders to stop their attack. Officers then used chemical agents and three rounds from their state-issued Mini-14 rifles to stop the attack.
Medical personnel immediately responded and life-saving measures were initiated for Pacheco and Solis. Inmate Pacheco suffered a gunshot wound to his back. He succumbed to his injury and was pronounced deceased at 9:32 a.m. Inmate Solis suffered six stab wounds. Solis was transported by ambulance to an outside hospital for a higher level of care.
CDCR sent a Deadly Force Investigation Team (DFIT) to CSP-SAC to investigate the incident. DFIT is a team of trained CDCR investigators who conduct criminal and administrative investigations into every use of deadly force. A deadly force review board will conduct a full and complete review of the incident as well.
CSP-SAC investigators are processing the crime scene. They recovered three inmate-manufactured weapons. The Office of the Inspector General was notified and are on scene.
No staff members were injured. Inmate movement on Facility C where the incident occurred has been limited to facilitate the investigation.
Martin Pacheco, 34, was admitted from Los Angeles County on April 21, 2014, to serve life with the possibility of parole for attempted first-degree murder with a 25-year enhancement for intentional discharge of a firearm causing great bodily injury/death and discharge of a firearm. His next of kin was notified.
Gustavo Reyes, 42, was admitted from Los Angeles County on April 16, 2004, to serve life with the possibility of parole for second-degree murder with a 25-year concurrent enhancement for intentional discharge of a firearm causing great bodily injury/death and attempted second-degree murder with a 25-year consecutive enhancement for intentional discharge of a firearm causing great bodily injury/death. He was rehoused in the Administrative Segregation Unit pending the investigation.
Angel Torres, 23, was admitted from San Bernardino County on Sept. 20, 2018, to serve life with the possibility of parole for first-degree murder. On Feb. 20, 2020, Torres was sentenced in Solano County to serve a three-year term for possession/manufacture of a deadly weapon by a prisoner, an in-prison offense. He was rehoused in the Administrative Segregation Unit pending the investigation.
Paul Solis, 37, was admitted from Los Angeles County on May 12, 2003, to serve life with the possibility of parole for attempted first-degree murder with a 25-year enhancement for intentional discharge of a firearm causing great bodily injury/death, discharge of a firearm in an inhabited dwelling/vehicle/aircraft, and preventing/dissuading a victim/witness with the use of a firearm. Solis was sentenced in Kings County on Jan. 11, 2007, to serve one year, four months for assault by a prisoner with a deadly weapon or force likely to produce great bodily injury, a second-strike, in-prison offense. Solis was also sentenced in Kern County on Feb. 28, 2018, to serve an eight-year term for possession/manufacture of a deadly weapon by a prisoner, a second-strike in-prison offense.
Activated in 1986, CSP-SAC is a high-security prison that houses approximately 2,250 inmates and employs approximately 1,800 people. The institution houses long-term inmates and those requiring specialized mental health programming and high-risk medical concerns.
