Effective Tuesday February 3, 2026, R.J. Donovan Facility E Housing Unit 23 is no longer under modified program. General Visiting for Facility E Housing Unit 23 is open to approved visitors.

If application is approved, it is the responsibility of the Incarcerated Person to notify the visitor. If denied, a notice and reason will be sent to the visitor’s address on file. CCR TITLE 15 SECTION 3172(c)(1)

A maximum of five (5) visitors per visit are permitted. The limit of five (5) approved visitors includes children of all ages. NON CONTACT VISITS will have a maximum of three (3) visitors per visit. CCR TITLE 15 SECTION 3170.1(c)

DOCUMENT SCANS (AB134)

With the scanning of documents now live as of 10/01/2024 (AB134), we are now able to scan your visiting documents, however due to power outages and planned/unplanned SOMS outages, you are encouraged to keep your documents with you in the event of a power/SOMS outage, so we are able to facilitate your visit. In the event of a power/SOMS outage and you do not have your documents you will not be allowed to visit. Examples of visiting documents are: Birth Certificate, Dr.’s note, and Notarized Minor Consent Form.

HOW TO SCHEDULE A VISIT:

Please visit https://cdcr.gtlvisitme.com/app to schedule a visit. In-person visiting is on Friday, Saturday and Sunday. The scheduling window for all desired visiting dates opens 8 days prior to the desired visit date, at 7:00 AM. The scheduling window is as follows; Friday visits (scheduling window opens the previous Thursday 7:00 AM, and closes the previous Sunday at 11:59 PM), Saturday visits (scheduling window opens the previous Friday at 7:00 AM and closes the previous Tuesday at 11:59 PM), and Sunday visits (scheduling window opens the previous Saturday at 7:00 AM and closes the previous Wednesday 11:59 PM).

VISITORS WHO FAIL TO ARRIVE AT START OF SCHEDULED CONTACT VISIT WILL NOT BE PROCESSED UNTIL WALK-IN TIME. WALK-INS ARE NOT ALLOWED FOR INMATES ON NON-CONTACT STATUS.

Visitors will NOT be processed after 5:30 PM on Friday, 1:30 PM on Saturday, and 1:30 PM on Sunday.

Be advised that the schedule may be modified at any time due to prison operations, unexpected occurrences, institutional emergencies, etc.

VISITOR SCREENING:

Visitors shall be required to submit to metal detection devices (walk-thru detector and/or hand-held detector) and a thorough search of all personal items, including inspection of a wheelchair and other assistive devices prior to being allowed to visit an inmate. All visitors shall successfully pass through the detector unless a documented medical condition or disability exists that would preclude the visitor from passing through the detector. Additional screening may be required such as clothed/unclothed body searches and may cause a delay or even prevent visiting. Consent shall be obtained from the visitor prior to the search by signing a CDCR 888, Notice of Request for search, giving consent to staff to search. Visitor/s do not have to consent to clothed/unclothed body searches; however, your visit shall be denied for that day.

ACCEPTABLE FORMS OF IDENTIFICATION TO VISIT:

Per CCR Title 15 Section 3173 All adult visitors shall present picture identification before being
permitted to visit. For each minor, a certified record of birth (official birth certificate, or county embossed abstract of birth) shall be presented during each visit. (Copies of the official birth certificate, or county embossed abstract of birth will not be excepted).

Acceptable proof of picture identification for visitors may be, but is not restricted to, the following valid documents:

(1) Driver’s license with picture,

(2) Department of Motor Vehicles identification card with picture,

(3) Picture passport,

(4) Armed forces identification card with picture,

(5) Picture identification cards issued by the United States Department of Justice–Immigration and Naturalization Service, or

(6) Picture identification issued by the Mexican Consulate.

VISITOR ATTIRE:

There are restrictions on what you may wear to a CDCR Institution. In general, there are four rules to remember:

1. Do not wear clothing that resembles the clothing that prisoners wear

2. Do not wear clothing that resembles what custodial staff wear

3. Dress conservatively and modestly (i.e., no “excess” jewelry, layered outfits, footwear with heels/platform).

4. Do not wear any item that cannot be taken off and will not clear a metal detector (such as an underwire bra or clothing with metal buttons). There are specific restrictions:

  • No strapless, halter, bare midriff, sheer, transparent clothing, plain white or gray t-shirts, no camouflage of any color is allowed, no attire with a bandana pattern of any color.
  • No skirts, dresses, or shorts that expose more than two inches above the knee front or back BIKER SHORTS WILL NO LONGER BE ALLOWED
  • No clothing that exposes the breast, genitalia, or buttocks area. If clothing exposes any skin, you will be asked to change, refused entry or terminated.
  • No very tight, form-fitting attire
  • No wigs, hairpieces, extensions, or other headpieces except for medical reasons and with prior approval
  • No hats or gloves, except with prior approval or in inclement weather
  • No shower shoes or footwear with heels/platform

Be advised that upon the maximum capacity of the visiting area being reached and to allow others to visit, it is necessary to terminate the visits of those persons who have been visiting for the longest period of time. Scheduled visitation appointments are not an exception to termination.
