JOB ANALYSIS: PAINTER III, CORRECTIONAL FACILITY

Task Statements:

1.  Coordinate with departmental supervisors, trades people, custody/medical staff, contractors and vendors regarding repair projects, to make sure work is completed correctly and in a timely manner using Strategic Offender Management System (SOMS), interpersonal skills, personal knowledge/experience, etc. as needed.

2.  Requisition tools, materials, supplies and equipment needed to verify proper operation of the paint shop and to meet the needs of the institution using purchase requisition forms (Form 954), written justifications, bids, recycle contract, etc.

3.  Repair damaged surfaces to prepare them for priming and finishing of buildings, structures, and other surfaces (i.e. dry wall, masonry, metal, doors/frames, window trim, etc.) to meet institutional operational procedures and security needs, California Building Code – Title 24 (Title 24), etc., by using personal knowledge and experience, Standard Automated Preventive Maintenance System (SAPMS), Injury and Illness Prevention Program (IIPP), California Occupational Safety and Health Administration (Cal-OSHA) requirements, and proper painting equipment as required.

4.  Paint/stain various woodwork, metal, masonry, drywall, etc. to protect surfaces using SAPMS, Cal-OSHA, IIPP, personal knowledge/experience and proper painting equipment as required.

5.  Repair broken windows on various buildings to meet institutional operational procedures and security needs, Americans with Disabilities Act (ADA), and other federal and state mandates by using SAPMS, Cal-OSHA, IIPP, Hazardous Material Guidelines, and personal knowledge/experience, proper glazing tools and equipment as required.

6.  Respond to Work Orders (ADA requirements, institutional security, health, life, and safety [Priority 1], Preventative Maintenance, and Demand) received through SAPMS to meet daily operational needs of the facility using Hazardous Material Guidelines, Cal-OSHA, IIPP, personal knowledge/experience, proper glazing tools, and equipment as required.

7.  Inspect and report on the completion or progress of Work Orders (Priority 1, Preventative Maintenance, and Demand) to make sure work is completed effectively and to record labor and materials costs on work orders using personal knowledge/experience as required.

8.  Communicate in a professional and effective manner with supervisors and others to provide and obtain information, establishing an effective working relationship using tact, interpersonal skills, Title 24, etc. in all situations at all times.

9.  Plan the work of Painter II and inmates engaged in the operations, maintenance, alteration and repair of buildings, and other surfaces (i.e. dry wall, masonry, metal, doors/frames, window trim, etc.), to make sure work is completed, and to meet institutional operational procedures and security needs using SAPMS, Cal-OSHA, IIPP, personal knowledge/experience, proper tools and equipment as required.

10.  Lead the work of Painter II and inmates engaged in the operations, maintenance, alteration and repair of buildings, structures, and other surfaces (i.e. dry wall, masonry, metal, doors/frames, window trim, etc.), to make sure work is completed, and to meet institutional operational procedures and security needs using SAPMS, Cal-OSHA, IIPP, personal knowledge/experience, proper tools and equipment as required.

11.  Supervise individuals committed to the California Department of Corrections and Rehabilitation (CDCR) while maintaining the safety and security of the institution, preventing escapes and injuries by inmates to themselves or others, in the performance of daily activities using interpersonal skills, heightened awareness of the surroundings as required by departmental policies on a continuous basis.

12.  Evaluate the work performance of inmates to confirm quality standards and services, identify training needs, and recommend corrective actions using interpersonal skills, correctional awareness, Supervisory Reports (Form CDC 101), General Chrono (Form CDC 128), Rules Violation Report (Form CDC 115), SOMS, etc. on a daily basis.

13.  Advise supervisor of the selection and procurement of painting materials, tools, and equipment for projects and maintenance to meet the needs of the institution using written justifications, bids, recycle contract, etc. as required by departmental operational procedures as needed.

14.  Prepare estimates for a variety of jobs to include labor, materials, tools, and equipment to identify and provide supervisor with the necessary information for cost analysis, planning and developing projects using personal knowledge, blueprints, rough sketches, vendors, laws, rules, codes, regulations, policies, institutional operational procedures, etc. as needed.

15.  Prepare and maintain records and reports (i.e. SDS, inmate timekeeping, staff and inmate safety training, tool control, etc.) to provide information for institutional use and comply with stipulated laws, rules, regulations, policies, procedures, etc., using Departmental Operations Manual (DOM), SOMS, Title 24, institutional operational procedures, IIPP, etc. on a daily basis.

16.  Inspect the paint shop (i.e. keys, alarms, locking devices, tool cages, tool inventories, office supplies and equipment, etc.) to comply with stipulated laws, rules, regulations, policies and procedures by providing a safe and secure working environment using DOM, Title 24, IIPP, personal knowledge, appropriate training, etc. on a continuous basis.

17.  Maintain security of assigned working areas through inspections and searches for contraband (weapons, illegal drugs, etc.) and inventory of materials, CDCR 2280, tools, keys and locks in accordance with DOM, departmental policies, and procedures on a continuous basis.

18.  Interpret blueprints to identify specific information (i.e. data, location, specifications, equipment, materials, etc.) for troubleshooting, projects, work order assignments, and cost estimates using personal knowledge, orientation, scale, etc. on a regular basis.

19.  Inspect scaffolding for defects and structural integrity to confirm a safe work platform is utilized as stipulated by IIPP, Cal-OSHA, the manufacturer’s instructional manual, and departmental guidelines as required.

20.  Maintain the safety and security of persons and property, to prevent escape of, and injury to persons committed to the CDCR to themselves or others or to property in accordance with DOM, departmental policies and procedures, and the California Code of Regulations on a continuous basis.

21.  Operate various types of painting equipment at a journeyman level in a safe and practical manner to complete projects/work orders using individual skill and proficiency, IIPP, Cal/OSHA, the manufacturer’s instructional manual, and departmental guidelines as necessary.

22.  Act as supervisor in his/her absence to guarantee continued operations of the institution, utilizing personal knowledge and experience, DOM, institutional operational procedures, and departmental policies per institutional needs.

23.  Resolve conflicts involving Painter II, inmates, contractors, vendors, other institutional staff etc. using interpersonal and facilitation skills to achieve and maintain a cohesive, productive work environment in accordance with departmental policies and procedures as necessary.

24.  Maintain and promote a work environment free of discrimination and harassment in accordance with the department’s policies on sexual harassment and treatment of people to produce a hostile-free workplace utilizing Equal Employment Opportunity policies (EEO), DOM, institutional operational procedures and appropriate training, etc., on a continuous basis.

25.  Attend departmental training classes as mandated by the department for managers and supervisors (i.e. sexual harassment, use of force, equal employment opportunity, blood borne pathogens, etc.) in order to meet the conditions of employment using the In-Service Training schedule as required.

26.  Train inmates on paint shop work practices and safety protocols to ensure completion of work, and to meet institutional safety, security and program needs using IIPP, Code of safe work practices, Senate Bill 198, Safety Data Sheets (SDS), tool control, Hazardous Toxic and Volatile Substances Perpetual Inventory (CDCR 2280) as necessary.

Knowledge of:

K1.  Advanced knowledge of painting principles and methods that can be used in preparation and application of architectural and industrial finishes to accomplish a work assignment, and to provide direction/information.

K2.  Advanced knowledge of materials used (i.e. paint, joint compound, caulking, primers, etc.) in preparing varied surfaces to ensure acceptable standards of appearance and uniformity of existing surfaces.

K6.  Basic knowledge of the state procurement process for obtaining painting materials, tools, and equipment to fulfill operational needs of the institution.

K7.  Basic knowledge of mathematical computations to calculate labor, material, and/or cost estimates for planned projects.

K8.  Comprehensive knowledge of reading blueprints and schematics for floor plans, elevations, and finish schedules to complete work projects and to provide direction/information.

K9.  Basic knowledge of institutional policies and procedures for inmate supervision to maintain safety and security of the institution, staff, property, etc.

K10.  Comprehensive knowledge of safety and security of the institution (e.g., tool control, key control, inmate supervision, etc.) as it relates to departmental policy and procedures.

Skill to:

A1.  Assemble, inspect, and dismantle scaffolding and ladders to ensure a safe and secure work environment.

A4.  Effectively communicate (written/verbal/listening) instructions and directions for the purpose of disseminating, sharing, and receiving information with staff and inmates.
