Task Statements:

1. Oversee parole supervisors (e.g., Parole Agent III, Parole Agent II (Supervisor), Staff Services Manager, Supervising Program Technician, etc.) to effectively manage districts and/or programs under the Division of Adult Parole Operations (DAPO) using interpersonal skills, personnel evaluations, statistical data, supervisory meetings, memorandums, etc., as required.

2. Perform management responsibilities in the workplace with regard to department wide mandates concerning Equal Employment Opportunity (EEO), Americans with Disabilities Act (ADA), etc., and other personnel practices as defined by regulatory agencies and established guidelines in order to comply with current laws/mandates on an ongoing basis.

3. Perform management responsibilities in the workplace with regard to employee wellness using the Employee Health and Wellness (EHW), Employee Assistance Program (EAP) and Peer Support Program (PSP) to provide a supportive working environment on an ongoing basis.

4. Ensure staffing levels are sufficient to maintain operational needs in accordance with Memorandum of Understandings (MOUs) using technology and operational knowledge to determine workload, population trends, etc., on an ongoing basis.

5. Facilitate the hiring process by planning, conducting interviews, evaluating and selecting candidates to fill identified vacant positions in accordance with California Department of Human Resources’ (CalHR) rules and regulations, as needed.

6. Establish working relationships with internal/external stakeholders to educate and maintain cooperation using interpersonal skills, knowledge, community meetings, etc., on an ongoing basis.

7. Provide routine training to outside law enforcement personnel to increase their knowledge of parole functions within scope of authority using interpersonal skills, knowledge, informational packages, community meetings, etc., on an ongoing basis.

8. Develop plans to reduce the parolee-at-large population by using staff training, service referrals, specialized operations, etc., in accordance with policies/procedures on an ongoing basis

9. Ensure continuous compliance with the laws/regulations relating to sex offenders to enhance public safety and mitigate the likelihood of parolees reoffending using the containment model, existing databases, tracking systems, etc., on an ongoing basis.

10. Oversee the Sex Offender Management Program (SOMP), including Global Positioning System (GPS) technology at the regional and district level to ensure appropriate staffing and parolee supervision in accordance with legal mandates, policies, and expectations on an ongoing basis.

11. Oversee the California Parole Supervision Reintegration Model (CPSRM) and Global Positioning System (GPS) parole units at the district level to ensure appropriate staffing and parolee supervision in accordance with legal mandates, policies and expectations using departmental databases and reports on an ongoing basis.

12. Evaluate the performance of supervisory staff as required by CalHR to aid in their professional development and to ensure performance objectives/standards and accountability are met by monitoring daily work assignments.

13. Participate in the management of fiscal resources by monitoring, tracking, and prioritizing expenditures to ensure fiduciary responsibility in accordance with Departmental policy as required.

14. Monitor the fiscal expenditures of the area of responsibility (e.g., overtime, cash assistance, supplies, etc.) in order to maintain fiscal accountability using statistical reports, fiscal summaries and reports on an ongoing basis.

15. Monitor remedial sanctions and revocation rates in order to respond to circumstances that affect the district using statistical data, automated systems, review decision making process, trends, etc., on an ongoing basis.

16. Monitor pre-release programming, planning, and community placement to meet operational goals and respond to circumstances that affect the district using statistical data, evidence-based practices/trends, collaboration with stakeholders, etc., on an ongoing basis.

17. Prepare/review reports to ensure appropriateness, accuracy, and timeliness using automated systems, policies and procedures as needed.

18. Oversee parole staff involvement in local cooperative law enforcement efforts and special events to enhance public safety and increase community service and awareness of parole using interpersonal skills and management tools on an ongoing basis.

19. Represent Division of Adult Parole Operations (DAPO) at conferences, forums and community meetings to raise awareness and understanding of parole practices and gain stakeholder support for the Department and its mission using communication and interpersonal skills, knowledge of parole policies and procedure, etc., as needed.

20. Develop positive community relationships to provide a forum for responding to community concerns/issues through the utilization of interpersonal skills, meetings, open houses, etc., as needed.

21. Address stakeholder issues by responding to inquiries, providing information and establishing responses in accordance with legal mandates and Departmental policies using interpersonal skills, statistics and reviewing documentation, etc., as needed.

22. Educate staff by communicating the Division’s values, mission, policies and expectations using interpersonal skills, training, policies/procedures, etc., on a regular basis.

23. Communicate in a professional and effective manner with management and others to establish and maintain effective working relationships using tact and interpersonal skills on an ongoing basis.

24. Ensure new staff receive orientation (e.g., expectations, guidelines, logistics) using Department Operations Manual (DOM), California Code of Regulations (CCR) Title 15, policies/procedures, etc., as needed.

25. Establish direction for the program or district to achieve goals and operational effectiveness by using California Penal Code, California Code of Regulations (CCR) Title 15, Department Operations Manual (DOM), policies/procedures, etc., on an ongoing basis.

26. Participate in the progressive discipline process to improve employee performance or address issues of substandard performance by using MOU, CalHR regulations, Peace Officer Bill of Rights, policies/procedures as needed.

27. Coordinate field staff response to inquiries from Headquarters to provide accurate information through the appropriate chain of command using interpersonal skills, meetings, reports/documents, equipment, etc., as required.

28. Participate in the development of policies and procedures relating to the division to ensure consistency and conformity with established guidelines, laws and regulations, etc., using statistical reports and technology on an ongoing basis.

29. Review reports using existing technology to access discharge reviews, miscellaneous decisions, court revocation documents, and make decisions/recommendations prepared for submission to the appropriate authorities in compliance with regulations, policies and procedures on an ongoing basis.

30. Maintain an ongoing understanding of civil service laws, rules, regulations, departmental policies and procedures, etc., using California Penal Code, California Code of Regulations (CCR) Title 15, Department Operations Manual (DOM), policies/procedures, etc., to appropriately apply them as needed.

31. Assist in planning, organizing, and directing the Division Training Unit (DTU) to provide information and ensure consistency in the operation of the division using laws, rules, regulations, manuals, policies/ procedures, etc., as needed.

32. Monitor the training of staff to improve their skills and knowledge for successful job performance using staff meetings, Field Training Officer, on the job training (OJT), mentoring, etc., on an ongoing basis.

33. Assess the programming need within the district based on the parole population criminogenic needs to ensure proper resource development and program utilization through the use of statistical reports and technology, knowledge, etc., on an ongoing basis.

34. Consult with staff and representatives in public and private agencies to develop local facilities and community resources for the supervision and rehabilitation of parolees using interpersonal skills, knowledge, policies, procedures, etc., as needed.

35. Prepare written documents (e.g., case management reviews, statistics, special studies, projects/reports, etc.) to provide analysis and/or information for executive staff using departmental databases and written skills as needed.

36. Determine facility space needs to ensure program/district/unit needs are met using site searches, population projections/forecasting, regulations, policies, etc., as needed.

37. Determine oversee fleet operations and equipment requirements to ensure program/district/unit needs are met using population projections/forecasting, regulations, policies, etc., as needed.

38. Ensure adherence to the provisions of the California Interstate Compact Agreement to ensure compliance with applicable laws, policies/procedures, etc., on an ongoing basis.

39. Develop and maintain awareness of enhanced services to assist in the successful re-integration of parolees using evidence-based community programs, as needed.

40. Encourage succession development of staff through mentorship and positive reinforcement using access to training, opportunities for promotion, and special assignments on an on-going basis.

41. Participate as a Skelly Hearing Officer during the employee disciplinary process to ensure the employee’s due process rights are met in accordance with policies and procedures as needed.

42. Model the qualities of good leadership to promote positive morale within the workforce by using character traits such as integrity, honesty, fairness and efficiency on an on-going basis.

K7. Basic knowledge of the functions of the Federal and Inter-State Parole procedures, including California Interstate Compact, to effectively execute the mission of California Department of Corrections and Rehabilitation (CDCR) and Division of Adult Parole Operations (DAPO).
