Task Statements:

1.  Direct the activities of professional staff in the creation and/or review of plans and designs for major buildings and/or groups of buildings to complete projects and ensure compliance with departmental guidelines, California Code of Regulations, Title 24, State Administrative Manual (SAM), Public Contract Code, and California Government Code, as required.

2.  Analyze client programmatic needs, resources, and service requests to develop project schedules and provide architectural services using analytical/research skills and computer software, as needed.

3.  Consult with other discipline supervisors and management to develop project schedules and provide architectural services using computer software and oral/written communication, as needed.

4.  Develop and/or review detailed task level fee spreadsheets to analyze project fee and/or man-hour estimates using computer software in accordance with departmental policy and procedures, as needed.

5.  Assign work to professional staff based on workload volume and technical complexity to complete assignments within the approved scope, schedule, and budget using knowledge of effective planning/delegation and organizational skills, as required.

6.  Conduct construction document reviews through inter-disciplinary coordination checks for conflict, inconsistencies, and constructability issues to ensure construction documents meet codes, standards, and program requirements using personal review, direction of subordinate staff, and coordination with other disciplines, as required.

7.  Respond orally or in writing to requests from architects, building owners, and others on the interpretation and application of access and fire and life safety regulations to provide consultative services and ensure compliance using California Code of Regulations, Title 24 and departmental policies, as requested.

8.  Develop policies and procedures for departmental and/or statewide use to ensure compliance with California Code of Regulations, Title 24 by conducting research, consulting with stakeholders and affected parties, and communicating effectively, as needed.

9.  Research and/or identify new design methods for use in construction projects to ensure best design practices, safety, and compliance using knowledge of construction means and methods and laws and regulations, as needed.

10.  Provide technical support and guidance to professional staff during plan review and back check process to ensure consistent application of codes and regulations using interpretation, application, and knowledge of laws and regulations governing construction, as needed.

11.  Review preliminary and final design documents to direct staff, correct errors, and ensure compliance using knowledge of construction and design, and analytical and research skills, as required.

12.  Participate in and/or lead project meetings to evaluate ideas and ensure strategic planning using effective communication and leadership skills, as needed.

13.  Prepare sketches, drawings, and outline specifications for design and construction documents to develop project designs using computer-aided design and drafting (CADD) software, word processing programs and other software applications, as required.

14.  Supervise professional staff in the preparation of sketches, drawings, and outline specifications for design and construction documents to develop project designs using CADD software, word processing programs and other software applications, as required.

15.  Perform construction phase activities (e.g., review submittals and shop drawings, respond to requests for information [RFI], construction change directives, process change orders, observe progress of construction, etc.) to assist in the completion of construction projects, as needed.

23.  Obtain the services of private sector architectural and engineering consultants (e.g., prepare estimates of the value of services, prepare job advertisements, review applications and statements of qualifications, conduct interviews, negotiate scope of services and fees, etc.) to manage contracts and ensure project completion using best hiring practices, as needed.

24.  Evaluate the work of consultants for completeness, accuracy, and/or adherence to scope, schedule, and budget to ensure project documentation is prepared in compliance with codes, regulations, and program requirements using analytical/research skills and computer software, as needed.

25.  Serve as project manager for specialized and high-profile projects to ensure compliance with project scope, schedule, and budget and oversee and assist staff using project management techniques, verbal and written communication and computer software, as needed.

26.  Act on behalf of principals and/or managers at meetings, in their absence using knowledge of the division’s mission and operations, as directed.

27.  Review unit management reports to assess and maintain the level of productivity and financial performance required to meet the division’s goals using printed and electronic reports, on a periodic basis.

28.  Review completed work assignments for quality, completeness, and accuracy to evaluate employee performance and ensure proper assignment/project completion, on an ongoing basis.

29.  Develop probationary reports, Individual Development Plans, and annual performance reviews to evaluate staff performance and convey expectations using effective managing, coaching, and direction in accordance with California Department of Human Resources (CalHR)/State Personnel Board (SPB) rules and regulations and applicable Memorandums of Understanding (MOU), as required.

30.  Evaluate employee time entry submittals to grant or deny requests for staff time off or overtime using departmental policies and guidelines, applicable MOUs and CalHR/SPB rules and regulations, as required.
