Task Statements:

1.  Oversee the overall operations of departmental youth facilities to ensure safety/security using departmental instruction manuals and statewide regulations, as required.

2.  Oversee the control and accountability of keys, locks and safety equipment/devices to maintain safety/security using departmental policies/procedures, as required.

3.  Oversee the use of emergency alarm systems (Personal Alarm Devices/Locator, fire, code, etc.) to ensure proper operation and effective emergency response using departmental policies/procedures, as required.

4.  Oversee custody operations in the armory functions of safety equipment (e.g., radios, restraints, vests, escape kits, etc.) to maintain accountability using the Departmental instruction manuals, Facility Operations Manual and departmental policies/procedures, as required.

5.  Oversee custody operations in the armory functions of firearms and related equipment (e.g., holsters, magazines/speed loaders, ammunition, etc.) to maintain accountability using departmental instruction manuals and departmental policies/procedures, as required.

6.  Supervise the command operations of the facility during emergency situations to achieve a safe and timely resolution using the facility Multi-Hazard Emergency Plan (MHEP), as required.

7.  Represent the department when in contact with local law enforcement agencies to provide and receive information using departmental instruction manuals and departmental policies/procedures, as required.

8.  Inform the public and other agencies about the programs of the department when appropriate to provide information and ensure external stakeholder involvement using communication skills and departmental policies/procedures, on an on-going basis.

9.  Participate in meetings, committees and teams (e.g., Executive Staff, Departmental Force Review Committee, Safety Committee, etc.) to develop/review policies and procedures, provide/receive information and ensure effective facility operations using communication skills and departmental policies/procedures, as required.

10.  Implement security and youthful offender supervision standards to ensure the safety/security of staff and youthful offenders using departmental instruction manuals and statewide regulations, as required.

11.  Oversee the departmental Use of Force policy and training to ensure compliance with statewide policy using departmental manuals, and statewide regulations, as necessary.

12.  Recommend follow-up or corrective action to any violations of the Department’s Use of Force policies, procedures and training, utilizing the Memorandum of Understanding (MOU), State Personnel Board (SPB) laws and rules, Youth Administrative Manual (YAM), and Employee Progressive Discipline process, as needed.

13.  Make recommendations on the existing training of staff to ensure that safety/security policies and procedures are adhered to using departmental instruction manuals and departmental policies/procedures, as required.

14.  Consult with facility management to ensure consistent application of departmental policies and procedures using departmental instruction manuals and statewide regulations, as needed.

15.  Collaborate with facility management on disciplinary and problem cases (contraband, Disciplinary Decision Making System [DDMS], youth visiting problem, etc.) to ensure safety and security using departmental policies/procedures, on an on-going basis.

16.  Review investigation report of youthful offender allegations to ensure established procedural safeguards are upheld using departmental instruction manuals, statewide regulations and departmental policies/procedures, as required.

17.  Make recommendations for the disposition of youthful offender’s rights issues to ensure established procedural safeguards are upheld using departmental instruction manuals, statewide regulations and departmental policies/procedures, as required.

18.  Participate in the recruitment and hiring of custody and non-custody support staff to ensure vacancies are filled in a timely manner by qualified candidates using the State Personnel Board’s regulations, policies and procedures, as required.

19.  Develop training for staff to provide instruction on new policies/procedures and equipment using Integrative Behavioral Treatment Model (IBTM) subject matter experts, existing manuals and manufacturer recommendations, as required.

20.  Evaluate the performance of staff to promote a standard level of performance using probationary reports, performance appraisals and individual Development Plans, on an on-going basis.

21.  Recommend appropriate disciplinary and/or remedial action for staff to prevent and correct substandard performance using MOU, SPB laws and rules, and Employee Discipline Process, as required.

22.  Conduct administrative inquiries into allegations of employee misconduct to determine and/or establish facts and make administrative recommendations using departmental instruction manuals, as required.

23.  Review the budget for security operations at each facility to ensure expenditures are appropriated correctly and within authorized budget allocations using the Post Assignment Schedule, funding codes, and other reporting documents, on an-going basis.

24.  Oversee the purchase of equipment and supplies to ensure compliance with departmental instruction manuals, Bargaining Unit 6 Memorandum of Understanding (MOU) and the State Administrative Manual (SAM) using the Business Information System (BIS), on an on-going basis.

25.  Act as the Associate Director of Operations in his/her absence to ensure the continued operation of the department using departmental instruction manuals and departmental policies/procedures, as required.

26.  Operate a motor vehicle in the course of State business to represent the Department at meetings and conferences using departmental policies/procedures, as required.

27.  Oversee custody operations in the approval and denial of visitors, volunteers, vendors, etc. into the facility to maintain safety/security using California Law Enforcement Telecommunication System (CLETS), Criminal Information Index (CII) and Live Scan clearances, as required.

28.  Represent the Department in formal/informal setting (e.g., legal proceedings, State Personnel Board hearings, workers compensation hearings, labor negotiations, etc.) to obtain and report information and represent the interests of the Department using communication skills and departmental policies/procedures, as required.

29.  Oversee departmental policy and procedures on custody operations in the security of offsite medical facilities to ensure safety and security of staff and youthful offenders using supervisory methods and effective communication in conjunction with outside facilities policies and procedures, as required.

30.  Communicate with outside hospital/law enforcement agencies to ensure safe/secure off site medical operations using communication skills and departmental policies/procedures, as required.

31.  Be responsible for the department’s policy and procedure regarding the placement of youthful offenders on contraband watch to prevent the introduction of contraband into the facility and retrieve evidence using various reports (confidential reports, investigative reports, etc.) and departmental policies/procedures, as required.

32.  Create staff work schedules based upon program needs to ensure the continuity of treatment programs for youthful offenders utilizing daily and monthly work schedules, bargaining unit agreements, etc., as required.

33.  Collaborate with departmental treatment staff on security related policy to ensure consistent application for all programs and events in the department using departmental instruction manuals and statewide regulations as needed.

34.  Monitor the youthful offender population for special needs (behavioral issues, mental health and/or disability, temporary housing, gang issues, special program referrals etc.) to ensure safe and secure operations of the institution, utilizing California Youth Assessment and Screening Instrument (CA-YASI), daily assessments, operations reports, gang information coordinators, DDMS, staff meetings, etc., as required.

35.  Oversee the Institution and Camps Manual (Section 1800) audits to ensure compliance with departmental policy, statewide rules, and legislation using manuals and regulations, as needed.

36.  Create and revise the departmental policies and procedures regarding the appropriation and use of canine (K-9) units for contraband searches using manuals and regulations, as necessary.

37.  Oversee the department wide Campus Investigative Services Unit to investigate allegations received from staff and youthful offenders using supervisory knowledge, departmental manuals, and statewide regulations, as necessary.

38.  Create and revise the departmental MHEP policy to provide accurate and current plans for facilities during emergency situations using collaborative knowledge with outside agencies and regulations, as necessary.

39.  Chair the Departmental Force Review Committee to review use of force reports to ensure compliance with Departmental policy using policies, procedures and training, as required.

40.  Act as the departmental subject matter expert on facility security matters at the Pre-Service Training Institute (aka. Correctional Academy) to train new and existing staff on new policies using departmental instruction manuals, statewide regulations and departmental policies/procedures, as required.

41.  Supervise the creation of the departmental Post Assignment Schedule for facilities to ensure staff assignments are filled using facility security knowledge, available budget, and departmental manuals, as necessary
