JOB ANALYSIS: LEAD GROUNDSKEEPER 1, CORRECTIONAL FACILITY

Number of Incumbents: There are 7 budgeted positions and 6 incumbents in this classification per the State Controller’s Office Filled/Vacant Position Report dated August 2020.

Task Statements:

1.  Maintain security of working areas and work materials to ensure the safety and security of the institution, using personal awareness and observational skills, in accordance with Department Operations Manual (DOM), California Code or Regulations (Title 15), and institutional operational procedures, on a daily basis.

2.  Maintain order and supervise the conduct of persons committed to the California Department of Corrections and Rehabilitation (CDCR) to ensure institutional safety and security, using DOM, Title 15, and institutional policies, as needed.

3.  Train and Coach, Lead Groundskeeper(s) and Groundskeepers using the principles and techniques in accordance with CDCR rules, regulations, policy and procedures.

4.  Plant ornamental plants, shrubs, hedges, trees and flowers, and propagates cuttings to ensure appropriate maintenance of grounds, using various tools and/or equipment (e.g., shovels, hand tools, etc.), in accordance with institutional operational procedures, as needed.

 5.  Cultivate ornamental plants, shrubs, hedges, trees and flowers, and propagates cuttings to maintain and beautify institutional grounds, using various tools and/or equipment (e.g., hoes, shovels, rototillers, etc.), in accordance with institutional operational procedures, as needed.

6.  Water ornamental plants, shrubs, hedges, trees and flowers, and propagates cuttings to maintain plant survival, using various tools and /or equipment (e.g., portable sprinklers, hoses, irrigation systems, etc.), under the direction of the supervisor, as needed.

7.  Spray ornamental plants, shrubs, hedges, trees and flowers, and propagates cuttings to control weeds, insects and plant diseases in order to maintain healthy and insect free grounds, using herbicides and pesticides, in accordance with institutional operational procedures, California Occupational Safety and Health Administration (Cal OSHA) and Department of Pesticide Regulations, as needed.

8.  Maintain plants along highways/institutional roadways and in semi-arid regions by removing brush, weeds and debris in order to reduce weed infestation, fire hazards and visual obstruction, using various tools/equipment (e.g., saws, trimmers, mowers, gloves, safety glasses, etc.), in accordance with Cal OSHA and Department of Pesticide Regulations, as needed.

9. Perform general grounds maintenance work (rake leaves, hoes weeds etc.) to beautify institutional grounds, using appropriate tools/equipment (e.g., rakes, blowers, hoes, shovels, etc.) in accordance with proper safety and maintenance standards, on a continuous basis.10. Participate as a member of the multi-disciplinary treatment team to assist with the development of the youth’s re-entry plan by consulting with community based providers and state agencies in accordance with DJJ policy and procedures.

10. Design and layout landscape to maintain and beautify institutional grounds, using various hand tools (e.g., rakes, shovels, and trowels, etc.), under the direction of the supervisor, as needed.

11. Prepare and treat soils for planting and fertilizing flower beds to promote healthy plant and flower growth, using various hand tools and fertilizers, in accordance with institutional needs, as required.

12. Keep grounds clean and order to prevent potential safety hazards and maintain an aesthetically pleasing work environment, using grab sticks, sacks, rakes, shovels, blowers, etc., under the direction of the supervisor, on a continuous basis.

13. Trim trees, hedges and shrubs to encourage plant growth, development, and to enhance institutional safety and security by using a variety of hand and power tools (e.g., shears, pruners, chain saws, etc.), in accordance with institutional operational procedures and DOM, as required.

14. Erect tree supports to maintain proper tree growth and development by using post hole digger, shovels, hammers, etc., under the direction of the supervisor, as needed.

15. Maintain hoses, tools, equipment, and supplies in proper condition and repair to keep them operational, using mechanical skills and knowledge, under general direction of the supervisor, on a regular basis.

16. Perform general laboring tasks related to grounds and garden maintenance work to keep grounds clean and orderly, using various tools and equipment, in accordance with DOM, and institutional operational procedures, as needed.

17. Install and maintain proper drainage to prevent erosion, flooding, saturation, and injury due to excessive water accumulation using hand and power equipment (e.g. trenchers, shovels, drainage pipes, drain rock, catch basins, etc.) in accordance with the local codes and regulations, as needed.

18. Supervise the use of tools, equipment keys, and power equipment used in the performance of required duties to maintain safety and accountability by using the chit system, tool inventories, and training manuals in accordance with the DOM and Title 15, on a daily basis.

19. Oversee and perform minor tree trimming to promote healthy growth through thinning of branches; maintain height and removal of excess growth that may affect the safety and security of the institution by using Personal Protective Equipment (PPE), hand tools (e.g. loppers, pruning saws, pole pruners, etc.) following local and institutional needs seasonally and as needed.

20. Identify shrubs, trees, and flowers in order to administer proper care, instruction, and maintenance to promote a healthy plant environment by using reference manuals and publications under the direction of a supervisor as needed.

21. Install, repair, and adjust irrigation systems to efficiently supply water to landscaped areas by using hand and power equipment (e.g. trenchers, shovels, control valves, sprinklers, controllers, etc.) in accordance with local codes and regulations, as needed.

22. Perform routine maintenance to all landscaping equipment to ensure its efficient and continuous operation, with minimal impact to institutional programs and services using service and operation manuals as mandated by the institution policy, on a daily basis.

23. Maintain accountability of hazardous materials in order to ensure safety and comply with local, state and federal policies and regulations using Safety Data Sheets (SDS) and inventory records in accordance with the DOM and Title 15, on a daily basis.

24. Provide ongoing training and feedback to Lead Groundskeepers and Groundskeepers to ensure the effective delivery of services in accordance with laws, regulations, and CDCR policy and procedures.

25. Assess prior grounds keeping patterns to prepare reports in accordance with laws, regulations, within CDCR policy and procedures, as required.

26. Prepare, review, and edit reports to provide accurate information on grounds keeping efforts, by using computer programs, reference materials, in accordance with laws, regulations, CDCR policy and procedure, as required.

27. Maintain accurate institutional records of daily time, monthly pay, and out counts/counts of inmates/youth offenders, using the Strategic Offender Management System (SOMS).

28. Inspect premises and searches inmates, youthful offenders, residents, or patients for contraband, such as weapons or illegal drugs.

29. Direct the preparation of athletic fields for various sports and athletic events.

Ability to:
