Task Statements:

1.  Oversee the work of multi-disciplinary staff in the incarcerated person classification process to ensure appropriate housing, work, treatment programs, academic and vocational education and training are provided to commensurate with the incarcerated person’s case factors and individual needs using the California Penal Code (PC), California Code of Regulations (CCR) Title 15 and Departmental Operations Manual (DOM), etc. on a daily basis.

2. Organize the work of multi-disciplinary staff in the incarcerated person classification process to ensure appropriate housing, work, treatment programs, academic and vocational education and training are provided to commensurate with the incarcerated person’s case factors and individual needs using the PC, CCR Title 15 and DOM, etc. on a daily basis.

3. Coordinate the work of multi-disciplinary professional and administrative staff in the incarcerated person classification process to ensure appropriate housing, work, treatment programs, academic and vocational education and training are provided to commensurate with the incarcerated person’s case factors and individual needs using the PC, CCR Title 15 and DOM, etc. on a daily basis.

5. Coordinate with multi-disciplinary professional and administrative staff in the management of the offender population within an institution/facility to meet departmental needs using the PC, CCR Title 15 and DOM, etc. on a daily basis.

6. Ensure staff adherence to departmental classification and treatment policies, procedures and goals for the program to facilitate efficient operation of the institution and safety of the public, staff, and incarcerated persons using the PC, CCR Title 15 and DOM, etc. on an on-going basis.

7. Ensure staff coordinates classification activities of other programs (education, vocation, and rehabilitative programs) to facilitate efficient operation and safety of the public, staff, and incarcerated persons using the PC, CCR Title 15 and DOM, etc. on an on-going basis.

8. Supervise staff to provide direction, training, and guidance to ensure the efficient operation of the office and adherence with all departmental and legal mandates using PC, CCR Title 15 and DOM, etc. on a daily basis.

9. Oversee the training of staff to meet institutional needs, departmental requirements, and to facilitate the professional development by using in-service training (IST) and on-the-job training (OJT), PC, CCR Title 15 and DOM, etc. as needed.

10. Evaluate staff performance to provide feedback and advocate co-operative work environment/relationships by using CCR Title 15, Individual Development Plans (IDP),and probationary reports, in accordance with laws, regulations, departmental policy, etc. on an on-going basis.

11. Recommend appropriate action to improve staff performance and encourage upward mobility by using departmental policy, laws, regulations, etc. on an on-going basis.

12. Participate in staff meetings, conference calls, IST, and Administrator of the Day (AOD) training using PC, CCR Title 15 and DOM, etc. as required.

13. Coordinate the preparation of calendars for Board of Parole Hearings (BPH) to ensure compliance with due process using court orders, CCR Title 15 and DOM, etc. on an on- going basis.

14. Oversee the official audio/video equipment for BPH to ensure compliance with due process using court orders, CCR Title 15 and DOM, etc. on an on-going basis.

15. Represent CDCR in the appeals and grievance process as a Subject Matter Expert to provide information and facilitate resolution using PC, CCR Title 15 and DOM, etc. as required.

16. Evaluate programs to determine the method of implementation/effectiveness and make suggestions for improvements to the administration regarding possible modifications using PC, CCR Title 15 and DOM, etc. as needed.

17. Promote professional/positive interaction with multi-disciplines involved in classification including custody, medical, mental health, education, etc. to ensure efficient operation of the department using clear expectations, IST/OJT and departmental memorandums, etc. on an on-going basis.

18. Perform peace officer duties (e.g. supervise incarcerated persons, inspect/monitor premises and search incarcerated persons for contraband) to maintain the safety/security of public, staff, incarcerated persons and the institutions/facilities using PC, CCR Title 15 and DOM, etc. on an on-going basis.

19. Review the classification and records processes to ensure conformity with policy using Strategic Offender Management System (SOMS), Electronic Record Management System (ERMS), CCR Title 15 and DOM, etc. on an on-going basis.

20. Review endorsements to maintain the safety of the public, staff, and incarcerated persons, by appropriately housing incarcerated persons based on departmental and incarcerated person needs using PC, CCR Title 15 and DOM, etc. on a daily basis.

21. Review actions as proposed by the reception centers or the classification committee to maintain the safety of the public, staff, and incarcerated persons and comply with departmental policy using the Classification Services Unit (CSU)/Health Care Population Oversight Program (HCPOP) program matrix, Title 15 and DOM, etc. on an on-going basis.

22. Analyze institutional conflicts regarding the application of policies, the adequacy/ appropriateness of documentation to ensure compliance with departmental policies and procedures when making housing/programming recommendations using DOM, CCR Title 15 and ERMS/SOMS, etc. on an on-going basis.

24. Communicate current policies and procedures to staff by providing information, clarification, and direction to ensure conformity using PC, CCR Title 15 and DOM, etc. as needed.

25. Provide training to staff and other agencies (Department of State Hospitals [DSH], BPH, Attorney General’s Office, etc.) to ensure all interested parties are informed, training requirements are met, and new programs are implemented using IST/OJT, audit tools, professional knowledge, and effective communication skills, as needed.

26. Prepare written documents to disseminate information to the public, staff, incarcerated person population, and/or outside agencies using knowledge of departmental policy, procedures, and resource materials, as needed.

27. Prepare an incarcerated person for his/her return to the community using rehabilitative programs, using DOM, CCR Title 15, institutional memorandums, etc. as necessary.

28 Evaluate the status of rehabilitative programs in terms of departmental objectives and priorities to facilitate program growth in a custodial environment and promote program success using PC, CCR Title 15 and DOM, etc. as needed.

29. Serve as Administrative Officer of the Day (AOD) representing the Warden/Director during non-business hours, weekends and holidays to manage the institution/division by monitoring operations and notifying appropriate administrative staff and other interested parties using PC, CCR Title 15 and DOM, etc. as required.

30. Participate in the development of staff by supervising daily activities and monitoring job performance for motivation to achieve maximum effectiveness using an Individual Development Plan (IDP), IST and OJT etc. on an ongoing basis.

31. Promote Equal Employment Opportunity (EEO) in employment to maintain a work environment which is free of discrimination and harassment using DOM, Government Code, IST, EEO/Sexual Harassment guidelines, etc. on a daily basis.

32. Oversee staff to maintain operational needs based on fluctuating workloads, staff shortages, program changes, etc. using effective management skills/tools (e.g. communication, time management, workload tracking/monitoring, etc.) as needed.

33. Review offender grievances as assigned using Strategic Offender Management System (SOMS), Electronic Record Management System (ERMS) etc., to ensure compliance in accordance with court mandates, DOM, Title 15, and Assembly Bills (AB) as required.

35. Participate as a panel member in various hiring interviews to fill vacant positions within the institution and recommend the most competitive candidates using personnel/training files, references, performance evaluations, etc., pursuant to State Personnel Board laws and rules, as required.

36. Represent the Director in the classification process during the review, approval, or deferral of actions by institution classification committees, including but not limited to inmate transfers, incarcerated person special housing program placements/retention, and custody designations.
