Watch: Bonding on the Field: CIM flag football

Incarcerated people play flag football at California Institution for Men, also known as CIM, in Chino.

On a foggy Friday afternoon at California Institution for Men (CIM) in Chino, competition and camaraderie came together as players from multiple yards faced off in an inter-facility flag football tournament.

While the games were competitive, the event represented more than just a contest on the field—it highlighted the power of sports to foster teamwork, accountability, and positive relationships.

“It deepens relationships in a way that’s hard to replicate,” said Coach Brian Horan.

He said athletic programs can have a positive impact within the correctional environment.

Teams comprising players from different housing yards competed with intensity while demonstrating sportsmanship and mutual respect. Many participants said the opportunity to compete provided a meaningful outlet, reinforcing the importance of working together toward a common goal.

“Having these competitions may seem like something that’s not a priority,” Horan explained. “However, when we give individuals the opportunity, it helps elevate the level of programming and rehabilitation.”

Although three teams participated, organizing the tournament required significant coordination.

Horan confirmed all players were disciplinary-free for the past year to be eligible to compete. Custody staff coordinated transportation between yards to Facility C, where the games were held. All was done with the approval of the warden.

Building teamwork on the field at CIM.

“Building healthy relationships and creating pro-social interaction is key to recovery,” said player Justin Coats. “Each of us is striving to become something better—better men, better fathers—just better.”

The tournament concluded with A-Yard finishing on top. Programs like these demonstrate how structured activities can promote rehabilitation, strengthen community, and encourage personal growth within the institution.
