A closer look at CTF Rising Scholars program

The Rising Scholars from Within (RSFW) program at the Correctional Training Facility (CTF) is a partnership with Hartnell College.

The program functions as a structured student organization aligned with Hartnell College’s Rising Scholars initiative. It is focused on academic engagement, peer mentorship, and coordination with college faculty and CTF-Soledad staff.

RSFW is led by an executive body of incarcerated students at CTF enrolled in the Hartnell College program. The organization’s mission is to enrich the lives of incarcerated peers by supporting their pursuit of higher education and employable life skills. The group operates within established institutional and college guidelines.

Incarcerated students help lead program

Program leadership, who are members of the incarcerated population at CTF enrolled in Hartnell College, say the organization’s development is a structured effort requiring sustained commitment.

RSFW President Michael Rives, a member of the incarcerated population, said the program came to fruition only through persistence.

“What began as an idea became reality through hard work, dedication, persistence and resilience,” Rives said.

Vice President Lionel Wright, also a member of the incarcerated population at CTF, said the program is working.

“Education is a turning point rather than an ending, providing direction and accountability,” Wright said.

The program is supported by advisor Maria De Leon, who works with CTF Rising Scholars Hartnell College students.

In her role, she provides academic support and coordinates with Hartnell College and CDCR partners to ensure compliance with program requirements and institutional procedures.

She said her work includes providing “advocacy, mentorship, and steady support” to students throughout their academic participation.

The partnership between Hartnell College and CTF establishes a formal pathway for incarcerated students to enroll in college courses while participating in a student led organization. The program is designed to support academic engagement.

“The Rising Scholars program provides incarcerated students with structured access to higher education and reinforces the importance of accountability, preparation, and long-term success,” said acting Warden C. Rojas.
