The recent energy efficiency project at Wasco State Prison-Reception Center (WSP-RC) was so successful, it generated $650,000 in rebates after final energy performance testing. Thanks to these rebates, the CDCR Energy and Sustainability Section (ESS) was able put those funds to work.
Adding energy efficiency features at WSP-RC

The rebates allowed ESS to install:
- 14 packaged rooftop air handler units valued at $274,938
- Nine domestic hot water heaters valued at $111,389
- and procured spare LED lighting stock with the remaining funds.
Project Director Yang Lu oversaw the WSP-RC sustainability project.
What is ESS?
ESS manages CDCR’s portfolio of energy efficiency projects across California. The mission of the ESS is to develop, manage, and provide oversight for energy efficiency and renewable energy projects and conservation strategies for utility services.
ESS continuously seeks new and innovative opportunities to contribute to the State of California’s energy and sustainability goals and mandates. This mission was confirmed with the recent win for WSP-RC and the environment.
When successfully managed, energy projects can generate rebate incentives from local investor-owned utilities, such as Pacific Gas & Electric, and Southern California Eddison. Those incentives can be then used to perform further energy conservation measures.
ESS Chief Jeremiah Peacock credited his staff with the success.
“It is an honor to help CDCR achieve this amount of energy savings,” he said. “It’s an even better honor to help our environment in adding clean energy sources and gaining ground toward CDCR’s goals of de-carbonization.”
