William Francis, retired correctional counselor II

William Francis, a retired correctional counselor II (specialist) from San Quentin Rehabilitation Center, passed away Aug. 12, 2026.

William Francis, retired correctional counselor II, passed away in August 2026.

He worked for the department for nearly a quarter century before retiring in 2009.

Francis began his career with the department as a cadet in July 1985. After graduating the CDCR Basic Correctional Officer Academy, he reported to the California Medical Facility (CMF) in Vacaville in August 1985.

By the end of 1985, he transferred to San Quentin but transferred back to CMF in January 1986.

Six years later, he promoted to correctional sergeant in September 1992. Francis then promoted to correctional counselor in June 1997. He again promoted to correctional counselor II in October 2001.

Francis retired in May 2009 from San Quentin as a correctional counselor II (specialist).

“Our heartfelt condolences go out to his family and friends during this difficult time,” according to San Quentin.
