Task Statements:
1. Identify/classify hazardous materials and wastes (corrosive, ignitable, reactive, or toxic) to ensure safe handling, proper storage and appropriate disposal utilizing Safety Data Sheets (SDS), labeling, nationally recognized scientific publications, etc., in accordance with Federal, State, and local regulations.
2. Identify hazardous materials and wastes to share accurate information used for training, labeling, inventory control, and waste minimization utilizing SDSs, recognized scientific publications and product labeling, in accordance with Federal, State, and local regulations.
3. Provide information and recommendations to emergency responders to ensure safe handling and disposal of potentially hazardous substances utilizing HazCat kit, SDS, and labels, in accordance with Federal, State, and local regulations.
4. Assess potentially hazardous substances to promote safe handling and disposal and to provide information for emergency responders utilizing HazCat kit and direct observation, in accordance with Federal, State, and local regulations.
5. Follow guidelines to manage hazardous materials and wastes, provide information, direction, and training to others utilizing the SDS, Permissible Exposure Limits (PELs), recognized scientific publications, etc., in accordance with Federal, State, and local regulations.
6. Conduct audits/inspections of facilities to ensure compliance utilizing checklists and record reviews related to hazardous materials and wastes, in accordance with Federal, State, and local regulations.
7. Review surveys and audits (e.g. Environmental Health Surveys, Department of Toxic Substances Control Audits, Certified Unified Program Agency [CUPA], etc.) of facilities to conform to compliance with hazardous materials and waste requirements utilizing corrective action plans, inspection reports, etc., in accordance with Federal, State, and local regulations.
8. Implement institutions’ hazardous materials business plan requirements to protect the public and environment utilizing the California Electronic Reporting System, in accordance with Federal, State, and local regulations.
9. Follow policies, procedures and practices associated with hazardous materials and waste management to provide information and direction to facility staff with the goal of improving workplace safety utilizing best management practices, standard operating procedures, etc., in accordance with Federal State, and local regulations.
10. Interact with departmental staff, contractors, local and other governmental agencies on aspects of hazardous materials and waste management to assist with the coordination of audits and inspections by county and state environmental regulatory agencies utilizing meetings, telephone, electronic media, written correspondence, etc., in accordance with Federal, State, and local regulations.
11. Maintain hazardous waste disposal data to provide accurate reporting and payment of fees and taxes to the State Board of Equalization and Department of Toxic Substances Control utilizing Uniform Hazardous Waste Manifests and other documents, as needed.
12. Collect hazardous wastes from point of generation to the designated 90-Day storage area to consolidate for disposal with the assistance of inmate labor/workers utilizing materials handling equipment, hazardous waste containers, etc., in accordance with Federal, State, and local regulations.
13. Coordinate timely removal of hazardous wastes from facility grounds to ensure compliance with Federal, State, and local regulations utilizing contracted hazardous waste transporters, as needed.
14. Update hazardous materials program (e.g., Hazardous Materials Business/Contingency Plan, Chemical Inventory, California Accidental Release Prevention Program, Spill Prevention Control and Counter measures, etc.) to ensure compliance with County, State and Federal hazardous materials and wastes regulations utilizing California Electronic Reporting System, check lists, chemical inventories, processes, etc., on an annual basis.
15. Monitor facility permit conditions to ensure compliance with environmental quality, permit specifications, and worker safety requirements utilizing inspections, testing, regulatory agency reports, in accordance with Federal, State, and local regulations.
16. Maintain constant tool, key and lock control to ensure the safety and security of the facility utilizing an accountability system, tool log, missing tool report, heightened sense of awareness, etc., in accordance with facility operating procedures.
17. Prepare documents for service and expense orders/contracts to conduct repairs, or obtain contractor and/or vendor services, etc., utilizing departmental computers, office equipment and departmental forms, as needed, in accordance with State policy and procedures.
18. Prepare purchase orders and requests for supplies needed to maintain the hazardous materials program utilizing departmental computers, office equipment and departmental forms, in accordance with State, policy and procedures.
19. Participate in seminars, trainings (e.g. HAZWOPER, first responder, etc.) and public meetings to maintain current certifications and knowledge of regulations and laws to disseminate information to facility staff utilizing on-the-job training, off-site trainings, written and/or verbal communication, etc., in accordance with Federal, State, and local regulations.

Knowledge of:
K1. Basic knowledge of principles of scientific research in order to interpret scientific publications and methodology to obtain practical applications.

K3. Basic knowledge of chemical and physical characteristics of hazardous materials and wastes and their general effect on human health and the environment as they relate to the chemicals being stored and used at a facility.
K4. Basic knowledge of chemical reactions to ensure the health and safety of staff and other workers, and the protection of the environment and property.
K5. Basic knowledge of the effect of hazardous materials and wastes and their interactions on the environment for effective emergency response to potential and actual releases and spills.
