Task Statements:

1.  Inspect and diagnose state owned or leased equipment to locate and determine the need for or extent of necessary repairs and the corrective action necessary to maintain safe and proper operating equipment by utilizing manufacturer specification guideline policies and procedures required by Department of General Services (DGS)/Office of Fleet Administration (OFA), California Highway Patrol (CHP) and Department of Transportation (DOT) under the direction of the Equipment Maintenance Supervisor (EMS).

2.  Perform preventative maintenance and repair to automobiles, trucks, tractors, graders, snowplows, pumps, air compressors, all diesel and gasoline engines including heavy maintenance and construction equipment, and similar equipment to provide safe and proper operating equipment by using proper diagnostic equipment (electronic and computerized), hand tools, manufacturer specification guidelines, policies and procedures required by DGS, OFA, CHP, and DOT under the direction of the Equipment Maintenance Supervisor (EMS).

3.  Fabricate/or modify existing or specialized equipment or components (using sketches or based on a verbal description of intended function) by using the appropriate equipment (e.g. grinders, drills, gas and electric welders, brazing and cutting equipment, pressure tools, etc.) to improve an existing piece of equipment to ensure effective operation including body frames and running gear per policies and procedures required by DOT for all highway use equipment and approvals of DGS/OFA under the direction of the EMS.

4.  Operate and maintain tools and machinery necessary for service used in the repair and maintenance of automobiles, trucks, tractors, graders, snowplows, pumps, air compressors, all diesel and gasoline engines, heavy maintenance and construction equipment per manufacturer specification guidelines to ensure safe operation of equipment following policies and procedures under the direction of the EMS.

5.  Prepare/review repair cost estimates of work to be performed on all institutional light and heavy duty fleet equipment to maintain safe and proper equipment by utilizing manufacturer specifications, guidelines, policies and procedures under the direction of the DGS/OFA, CHP, and DOT as required.

6.  Instruct all staff and inmate operators in the proper operation of vehicles and equipment to ensure safety and security of the institution by utilizing manufacturer operator’s manual guidelines, policies and procedures required by DGS/OFA, State Administrative Manual (SAM), CHP and Department of Motor Vehicles (DMV) as needed.

7.  Maintain records of preventative maintenance and repairs performed on equipment for repair/service by individual repair order, including the nature of inspection, repair, service, labor hours, and replacement parts/modified components histories, recording in log/automobile maintenance records (STD 271) of equipment per DGS/OFA.

8.  Instruct and supervise inmates/youthful offenders to understand and follow oral and written instructions [Code of Safe Practices, Injury and Illness Prevention Program (IIPP), Safety Data Sheets (SDS), Repair Manuals, etc.] sufficient to carry out repair orders and shop procedures by demonstrating the proper repair methods and answer questions under the direction of the EMS, CF as needed.

9.  Maintain order and supervises the conduct of persons committed to the California Department of Corrections and Rehabilitation (CDCR) to produce a safe and productive shop utilizing Departmental Operations Manual (DOM) and departmental policies and procedures on a daily basis.

10.  Maintain the safety and security of persons and property, to prevent escape of and injury by persons committed to the CDCR to themselves or others or to property in accordance with DOM, departmental policies and procedures, California Code of Regulations (CCR) Title 15, on a daily basis.

11.  Issue/Control tools, supplies and equipment for inmates/youthful offenders by utilizing a scheduled time and random tool count to maintain security procedures by and/or writing information in (name, date, time, and article) and by using a color coded shadow board, chit system for the issuance of tools per DOM, departmental policies and procedures on a daily basis.

12.  Inspect premises and searches inmates/youthful offenders for contraband (weapons or illegal drugs, etc.) to ensure the safety and security of the institution and public utilizing laws, rules, regulations, policies and procedures, etc. as needed under the direction of the department.

13.  Prepare written documents [e.g. inmate timekeeping, pay sheets, inmate out count, safety inspection reports, evaluations (CDC 101), etc.] to provide information/documentation and ensure compliance with rules, regulations, policies and procedures, etc. on a daily basis, under the direction of the department.

14.  Perform field repairs on vehicles and equipment (e.g., automobiles, trucks, tractors, all diesel and gasoline engines including heavy maintenance and construction equipment), to provide safe and proper operating equipment by using proper diagnostic equipment, hand tools, manufacturer specification guidelines, policies and procedures required by DGS/OFA, CHP, and DOT as needed without supervision.

15.  Communicate in a professional manner to deal with confidential issues utilizing tact, interpersonal skills, etc. to establish and maintain effective working relationships with others in order to determine and resolve various issues (e.g. disagreements with coworkers, personality differences, work responsibilities, etc.) as needed.

16.  Initiate personnel actions, (i.e., hires, disciplines and discharges of inmates/youthful offenders) to ensure proper staffing to produce a safe and productive shop utilizing DOM and departmental policies and procedures on a daily basis.

17.  Input data onto computer software programs to maintain and modify inventory, complete forms, maintenance logs, etc. utilizing computer skills, knowledge of computer hardware and software, policies, procedures, etc. on a daily basis per the department.

18.  Attend training and/or safety meetings for personal and or job related objectives (departmental mandated, career development, etc.) in order to enhance knowledge of job related functions and/or meet departmental and/or State mandated requirements utilizing In Service Training (IST), block training, IST sign in sheets, etc. in accordance with DOM, State Administrative Manual (SAM), DGS under the general direction of the EMS, CF.

19.  Test state owned or leased equipment (e.g., automobiles, trucks, tractors, graders, snowplows, etc.) to diagnose and locate the need for necessary repairs and deliver equipment to vendor repair facility, if needed, for the corrective actions to maintain safe and proper operating equipment by utilizing manufacturer specification guidelines policies and procedures required by DGS/OFA, CHP and DOT under the direction of the EMS, CF.

20.  Inspect and diagnose irregular tire wear and find the cause to increase tire life and safe operation of vehicles and equipment utilizing visual inspection, tire balancer, alignment rack and tire gauge to maintain proper inflation of the tire under the direction of the EMS, CF.

21.  Utilize On Board Diagnostics (OBD) I, II data link scan tool and other on-board diagnostic tools, to communicate with computerized equipment for trouble shooting maintenance, service and repair institutional vehicles and equipment by using best industry practices as needed.

22.  Record stock inventory (e.g., oil, filters, common maintenance related consumable products, etc.) to maintain safety and security of the institution by utilizing a running inventory under the direction of the EMS, CF.

23.  Receive stock inventory (e.g., oil, filters, common maintenance related consumable products, etc.) to maintain safety and security of the institution by utilizing a running inventory under the direction of the EMS, CF.

24.  Issue stock inventory (e.g., oil, filters, common maintenance related consumable products, etc.) to maintain safety and security of the institution by utilizing a running inventory under the direction of the EMS, CF.

25.  Diagnose stand-by institutional gas and diesel generators for health and safety of the institution per ACA requirements utilizing electrical and specialized tooling under the direction of the Correctional Plant Manager II, CF.

28.  Diagnose electric vehicles such as golf carts and utility trucks to ensure safe and proper operating equipment by utilizing manufactured diagnostic tools under the direction of the EMS, CF.

29.  Maintain electric vehicles such as golf carts and utility trucks to ensure safe and proper operating equipment by utilizing manufactured diagnostic tools under the direction of the EMS, CF.

30.  Repair electric vehicles such as golf carts and utility trucks to ensure safe and proper operating equipment by utilizing manufactured diagnostic tools under the direction of the EMS, CF.

31.  Understand the handling of used storage batteries and safety precautions by using Personal Protective Equipment (PPE) and best industry practices provided by hazmat and SDS to maintain safety and security of the institution under the direction of the EMS, CF.

32.  Maintain and diagnose diesel emission components (e.g., Diesel Particulate Filter [DPF], System Reduction Catalyst [SCR] and Diesel Exhaust Fluid [DEF] Systems) to comply with California Air Resources Board (CARB) emission standards utilizing Original Equipment Manufacturer (OEM) standards as required.

33.  Respond to emergency call backs (e.g., vehicle stuck in sally port, inmate/youthful offender escape, institutional emergencies, etc.) in order to ensure the safety and security of the institution by utilizing and maintaining a land line or cell phone, etc., as required.

34.  Address stressful situations (e.g. inmates/youthful offenders, work relationships, heavy workloads, meeting deadlines, staff overfamiliarity, etc.) in the workplace in a professional and tactful manner, with a goal of avoiding further escalation by utilizing effective interpersonal skills, training, etc. in accordance with DOM under the general direction of the EMS, CF on a daily basis.

35.  Maintain a clean repair facility free of clutter and debris (e.g., deposit waste in appropriate containers (i.e., trash, recycle, and hot trash) to ensure a safe work environment, to help eliminate areas where contraband may be concealed, to facilitate the safety and security of the institution, in accordance with the DOM, utilizing a broom, mop, inmate/youthful offender worker, etc., under the direction of the EMS, CF as needed.

36.  Disassemble engine components and inspect parts for wear, utilizing micrometers, calipers, bore gauges, pressure differential gauges, etc. on automotive vehicles and equipment fleet as per manufacturer specifications in order to maintain safe and proper operating fleet utilizing visual inspection and best industry practices under the direction of DGS/OFA and the EMS, CF as required.

37.  Repair/Service air conditioning, heating, engine cooling, and electrical systems on institutional fleet to provide safe and proper operating of fleet equipment/vehicles utilizing proper diagnostic equipment, hand tools, manufacturer specification guidelines, etc. under the direction of the EMS, CF as required.

K3.  Comprehensive knowledge of proper care, accountability and use of tools and equipment (e.g. hand, pneumatic, hydraulic, electronic and computerized tools, etc.) used for diagnostic , preventative maintenance, repair, construction, assembly, overhaul, and adjustment of all gas and diesel-powered equipment including automobiles/trucks, heavy construction, stationary and maintenance equipment to ensure safe operating and well maintained equipment.

K4.  Basic knowledge of operating characteristics (steering, suspension systems, transmission, hydraulic systems, air/hydraulic brakes, electrical systems, pumps, power take-off, fuel and ignition systems, emission control systems, cooling and air condition system, etc.) of heavy construction and maintenance equipment and gas and diesel powered equipment including automobiles/trucks, stationary, heavy construction and maintenance equipment to ensure safe operation.

K5.  Basic knowledge of safety regulations and practices (Code of Safe Practice, Safety Data Sheets (SDS), Operators Manuals, Injury and Illness Prevention Program (IIPP), California Vehicle Code – Title 13, etc.) to protect and maintain the safety of persons and property.

K6.  Basic knowledge of parts and material requisitioning to ensure the efficient operation of the automotive/equipment repair facility.

K7.  Basic knowledge of supervisory principles, practices and techniques to plan, oversee, and direct the work activities of inmates/youthful offenders to ensure the efficient operation of the automotive/equipment repair facility.

K8.  Basic knowledge of training methods to provide direction to employees, inmates/youthful offenders to ensure the safe and efficient operation of the automotive/equipment repair facility.

K12.  Comprehensive knowledge of diagnosing, repairing, and replacing gas/diesel emission related components (e.g., sensors, valves, evap cannisters, catalyst converters, etc.) to comply with California Air Resources Board (CARB) standards and county regulations to ensure safe operating and well maintained equipment.

K13.  Basic knowledge of low voltage Direct Current (DC) systems in the proper handling and maintenance of storage batteries and the care and maintenance of zero emission vehicles/equipment (e.g., golf carts, utility trucks, scissor lifts, vertical lifts, fork lifts, etc.) to ensure safe operating and well maintained equipment.

Ability to:

A3.  Plan, assign, and direct the work of inmates/youthful offenders to effectively supervise and maintain the safety and security of an area of responsibility.
