Task Statements:

1.  Plan the work and direct a staff of engineers in the design and preparation of drawings, specifications, and estimates in connection with the construction or maintenance of a wide variety of engineering projects (e.g., buildings, bridges, roads, levees, ditches, retaining walls) using various resources (e.g., Building Codes, Regulations, computer hardware and software, hand drafting tools, printers/plotters) to ensure Department’s needs are met in accordance with the Department’s mission, vision, and values.

2.  Train other engineers in the design and preparation of drawings, specifications, and estimates in connection with the construction or maintenance of a wide variety of engineering projects (e.g., buildings, bridges, roads, levees, ditches, retaining walls) using various resources (e.g., Building Codes, Regulations, computer hardware and software, hand drafting tools, printers/plotters) to ensure Department’s needs are met in accordance with the Department’s mission, vision, and values.

3.  Inspect existing systems (e.g., water, sanitation, power, telephone) and infrastructure (e.g., building structures, roads/pavements, drainage systems) to produce reports to Departmental staff and/or regulatory Agencies which will suggest improvements and modifications necessary using various resources (e.g., Building Codes, Regulations, computer hardware and software, hand drafting tools, printers/plotters) in compliance with Federal, State, and Local Regulations in accordance with the Department’s mission, vision, and values.

4.  Consult with headquarters and region staff, project directors, procurement specialists, and construction supervisors on a variety of engineering and/or construction issues (e.g., Capital Outlay Budget Change Proposals, procurement documents, design of projects, service requests, budget preparation and purchases, cost analysis, progress reports) to provide guidance, information, and recommendations using various resources (e.g., Building Codes, Regulations, computer hardware and software, hand drafting tools, printers/plotters) in compliance with Federal, State, and Local Regulations and in accordance with the Department’s mission, vision, and values.

5.  Plan and direct field surveys on various construction projects (e.g., building structures, roads, pavement, drainage systems, water treatment systems, and waste water systems) to produce designs, drawings, and specifications using various resources (e.g., Building Codes, Regulations, computer hardware and software, survey equipment, hand drafting tools, printers/plotters) in compliance with Federal, State, and Local Regulations and in accordance with the Department’s mission, vision, and values.

6.  Perform or direct the inspections of structures (e.g., emergency command centers, forest fire stations, Helitack bases) under construction and/or repair using Building Codes, Regulations, plans and specifications to ensure conformity with construction documents in accordance with the Department’s mission, vision, and values.

7.  Perform value engineering on various projects (e.g., building structures, roads, pavement, drainage systems, water treatment and waste water systems) in order to produce a report suggesting ways to reduce costs using various resources (e.g., calculators, Building Codes, Regulations, computer hardware and software, hand drafting tools, printers/plotters) in accordance with the Department’s mission, vision, and values.

8.  Conduct specialized technical studies and investigations (e.g., gray water systems, structural stability, soil stability) and performs the research necessary to produce comprehensive reports making recommendations on engineering problems using various resources (e.g., Building Codes, Regulations, calculators, computer hardware and software, survey equipment, hand drafting tools, printers/plotters) to comply with applicable Federal, State, and Local Regulations.

9.  Coordinate and prioritize tasks for timely completion of projects using a design schedule and assignment schedule under the direction of the Supervising Civil Engineer.

10.  Report current project status to Supervising Civil Engineer and management to update him/her using experience and technical knowledge (e.g., scheduling software, time estimation skills, and knowledge of prior project history).

11.  Perform technical review of other entities’ plans and specifications (e.g., fire stations, unit headquarters, emergency command centers) using technical knowledge and experience to ensure conformity to the Department’s design criteria guidelines, Building Codes, Regulations, construction suitability, and the Capital Outlay Budget Change Proposal in accordance with the Department’s mission, vision, and values.

12.  Provide construction support (e.g., submittal review, shop drawing review, request for information review, change order review, consultation with construction supervisors) to a wide variety of projects to ensure conformity with the plans and specifications using technical knowledge, Building Codes, Regulations in accordance with the Department’s mission, vision, and values.

13.  Manage projects contracted to outside consultants, architects, and engineers to produce plans, specifications, and reports (e.g., Geotechnical, hazardous materials (HAZMAT), infrastructure system proposals) using management skills, experience, and technical knowledge in accordance with the Department’s mission, vision, and values.

14.  Perform the more difficult phases of complex engineering problems using technical knowledge, experience, and various resources (e.g., Building Codes, Regulations, calculators, computer hardware and software, survey equipment, hand drafting tools, printers/plotters) in accordance with the Department’s mission, vision, and values.

15.  Supervise the maintenance of engineering records (e.g., “as-builts”, reports, studies) using various resources (e.g., computer hardware and software, printers/plotters, file management) for future Department needs.

16.  Analyze proposed project scope to ensure conformance with the Capital Outlay Budget Change Proposal as approved by the Department of Finance.

17.  Take appropriate action on acts of discrimination (e.g., sex, race, age) to correct inappropriate behavior in accordance with the Equal Employment Opportunity (EEO) Office and Department policies and procedures.

18.  Assist the Supervising Civil Engineer in the tracking of the Major and Minor Capital Outlay programs and Department Repairs by attending and conducting meetings (e.g., government agencies, private consultants, subordinate staff) in order to determine and meet set schedules in accordance with the Department’s mission, vision, and values.

19.  Monitor the planning, design, and construction phases of Department projects (e.g., fire stations, unit headquarters, emergency command centers) in order to report progress to the Technical Services Chief and the Capital Outlay Command (CAPCOM) committee.

20.  Plan and direct engineering work involved in budget preparation, purchases, cost analysis, and progress reports on various construction projects in order to meet the operational needs of the Department in accordance with State Regulations.
