Task Statements:

1.  Supervise staff engaged in the planning of mechanical installations (e.g., heating, ventilating, air-conditioning [HVAC], plumbing, instrumentation, etc.) for buildings or groups of buildings using computers, hand drafting tools, personal experience, building codes and departmental standards under the direction of the Principal Architect, as needed.

2.  Supervise staff engaged in the design of mechanical installations (e.g., HVAC, plumbing, instrumentation, etc.) for buildings or groups of buildings using computers, hand drafting tools, personal experience, building codes and departmental standards under the direction of the Principal Architect, as needed.

3.  Supervise staff engaged in the preparation of mechanical engineering drawings, specifications, and/or estimates for mechanical installations (e.g., HVAC, plumbing, instrumentation, etc.) for buildings or groups of buildings using computers, hand drafting tools, personal experience, building codes and departmental standards under the direction of the Principal Architect, as needed.

4.  Supervise staff engaged in field surveys of existing mechanical engineering conditions for various construction projects (e.g., buildings, roads, pumping plants, radio stations, etc.) to produce drawings, designs, and specifications using computers, hand drafting tools, personal experience, applicable building codes and departmental standards under the direction of the Principal Architect, as needed.

6.  Supervise staff engaged in conducting specialized investigations and technical studies to produce complete and comprehensive written reports and correspondence making recommendations on mechanical engineering issues (e.g., HVAC, plumbing, instrumentation, etc.) for institutions using computer hardware and software, hand drafting tools, personal experience, applicable building codes and departmental standards under the direction of the Principal Architect, as needed.

7.  Conduct specialized investigations and technical studies to produce complete and comprehensive written reports and correspondence making recommendations on mechanical engineering issues (e.g., HVAC, plumbing, instrumentation, etc.) for institutions using computer hardware and software, hand drafting tools, personal experience, applicable building codes and departmental standards under the direction of the Principal Architect, as needed.

8.  Supervise staff engaged in performing value engineering (i.e., cost saving analysis) on mechanical aspects of various projects (e.g., buildings, roads, radio stations, etc.) to produce a report suggesting ways to reduce costs using various computer hardware and software, hand drafting tools, personal experience, etc. applicable building codes and departmental standards under the direction of the Principal Architect, as needed.

10.  Supervise staff engaged in performing material take-off and cost estimates of mechanical work on a wide variety of projects (e.g., HVAC, plumbing, instrumentation, etc.) to establish costs using various computer hardware and software, hand drafting tools, personal experience, current cost estimating manual, etc. under the direction of the Principal Architect, as needed.

12.  Provide the training of engineers in the design of and preparation of mechanical aspects (e.g., HVAC, plumbing, instrumentation, etc.) of drawings, specifications, estimates, construction inspections and field surveys in connection with the construction or maintenance of a variety of engineering projects (e.g., buildings, roads, radio stations, etc.) using various computer hardware and software, hand drafting tools, personal experience applicable building codes and departmental standards, etc. under the direction of the Principal Architect as needed.

13.  Evaluate employee performance and provide feedback by monitoring work assignments and behaviors to ensure performance objectives and standards are met using performance evaluation forms, duty statements, laws, administrative rules, policies, procedures, etc., as required by the hiring authority, on an on-going basis.

14.  Supervise staff engaged in providing mechanical engineering construction support (e.g., submittal, shop drawing, and/or change order reviews, etc.) to a wide variety of projects (e.g., buildings, roads, radio stations, etc.) to ensure conformity with approved construction documents using plans and specifications, personal experience, technical knowledge, applicable building codes and departmental standards under the direction of the Principal Architect, as needed.

15.  Provide mechanical engineering construction support (e.g., submittal, shop drawing, and/or change order review, etc.) to a wide variety of projects (e.g., buildings, roads, radio stations, etc.) to ensure conformity with approved construction documents using plans and specifications, personal experience, technical knowledge, applicable building codes and departmental standards under the direction of the Principal Architect, as needed.

16.  Supervise staff engaged in managing projects contracted to outside architects and engineers to produce code compliant and departmental standards compliant plans, specifications and studies using management skills, negotiation skills, personal experience, and technical knowledge, applicable building codes and departmental standards, etc. under the direction of the Principal Architect, as needed.

17.  Manage projects contracted to outside architects and engineers to produce code compliant and departmental standards compliant plans, specifications and studies using management skills, negotiation skills, personal experience, and technical knowledge, applicable building codes and departmental standards, etc. under the direction of the Principal Architect, as needed.

18.  Supervise staff engaged in performing inspections of mechanical engineering aspects of structures under construction and/or repair to ensure conformity to plans and specifications using personal experience, plans, applicable building codes and departmental standards specifications, etc., under the direction of the Principal Architect, as needed.

20.  Supervise staff engaged in the coordination of mechanical engineering drawings, specifications, and/or estimates for mechanical installations (e.g., HVAC, plumbing, instrumentation, etc.) in buildings or groups of buildings using computers, hand drafting tools, personal experience, building codes and departmental standards under the direction of the Principal Architect, as needed.

21.  Supervise staff engaged in performing the technical design review on projects at various stages (e.g., Capitol Outlay Budget Change Proposal [COBCP], Budget Packages, preliminary plans, project reports, etc.) completed by in-house staff and/or other entities (e.g., State agencies, private consultants, institution plant operations, etc.) in order to ensure conformity to building codes, departmental standards, and construction suitability using personal technical knowledge, departmental standards, building codes, and experience under the direction of the Principal Architect, as needed.

22.  Perform the technical design review on projects at various stages (e.g., COBCP, preliminary plans, working drawings, etc.) completed by in-house staff and/or other entities (e.g., State agencies, private consultants, institution plant operations, etc.) in order to ensure conformity to building codes, departmental standards, and construction suitability using personal technical knowledge, departmental standards, building codes, and experience under the direction of the Principal Architect, as needed.

23.  Supervise staff engaged in reviewing purchase requisitions for construction work regarding mechanical equipment for a wide variety of projects (e.g., buildings, roads, radio stations, etc.) to ensure conformity with approved construction documents using personal experience, plans and specifications, applicable building codes and departmental standards under the direction of the Principal Architect, as needed.

25.  Participate as a representative, in formal or informal settings, regarding mechanical engineering matters at meetings, conferences, hearings, legal depositions, etc., to obtain or provide information and/or represent departmental interests using interpersonal skills, professionalism, personal expertise, etc., under the direction of the Principal Architect, as needed.

26.  Interpret and apply laws, rules, regulations, departmental policies and procedures, etc. regarding mechanical engineering issues using knowledge of laws, rules, regulations, departmental policies and procedure, etc., in order to apply them under the direction of the Principal Architect, as needed.

27.  Handle situations in the work place, in a professional and tactful manner, with a goal of avoiding escalation by using effective interpersonal skills per departmental policies, as needed.

28.  Act in the absence of the Principal Architect/Chief to ensure continued efficient operation of the section using personal experience, knowledge of applicable departmental standards and office procedures, etc., under the direction of the Principal Architect, as needed.

29.  Report project status to the Principal Architect/Chief using personal experience, technical knowledge, time estimate skills, knowledge of project history, etc., under the direction of the Principal Architect, as needed.

30.  Review and approve employee time submittals (e.g., project time, time sheets, etc.), leave requests, travel requests, training requests, etc., to verify compliance with government code and office policies using databases, computer programs, office manual, etc. under the direction of the Principal Architect, as needed.

Ability to:
