Task Statements:
1. Review staff reports and other relevant documents to prepare for hearings in accordance with the Administrative Procedures Act (APA), administrative rules, and regulations promulgated by the Board of Juvenile Hearings (BJH) on a daily basis.
2. Conduct hearings in county jails, state prisons, state juvenile facilities, and state hospitals to render a decision for the protection of the public in accordance with the APA, administrative rules, and regulations promulgated by BJH in order on a daily basis.
3. Conduct due process review for youth committed to the Division of Juvenile Justice (DJJ) in accordance with statutes, regulations, and case law by reviewing all information available at all proceedings on a daily basis.
4. Participate in parole suitability hearings for youth committed to DJJ to determine suitability for release on parole utilizing written case file information, treatment and training staff reports, parole placement plans, etc. on a weekly basis.
5. Determine whether special conditions of probation are appropriate for youth committed to DJJ in order to deter future criminal behavior utilizing case factors, case law and public safety on a daily basis.
6. Rule on postponements of hearings for the state and youth committed to DJJ due to circumstances that preclude the hearing from being conducted utilizing applicable statutes, regulations, and case law on a daily basis.
7. Act as unitary Hearing Officer during probable cause, revocation, and revocation extension hearings to render a decision for the protection of the public in accordance with the APA, administrative rules and regulations promulgated by BJH, California Penal Code, and relevant case law on an ongoing basis.
8. Determine disability and effective communication needs prior to all board hearings for youth committed to DJJ to comply with the Americans with Disabilities Act (ADA), utilizing hearing documents and information provided on a daily basis.
9. Represent the BJH in staff, administrative and professional conferences to provide information to community interests groups utilizing subject matter expertise when needed.
10. Cooperate with groups interested in rehabilitation of youths committed to DJJ in order to obtain information and represent the interest of BJH utilizing interpersonal skills, professionalism and knowledge as directed by Executive Director or his/her designee.
11. Participate in hearings with the same authority as a Governor appointed commissioner of the BJH in order to render decisions for the protection of the public on a daily basis.
12. Review the BJH and DJJ administrative policies, procedures, and regulations to ensure a strong working knowledge utilizing CCR Title 15, WIC, and Case Law on an ongoing basis
13. Recommend changes to policies, procedures, and regulations in response to situations that may arise in carrying out the duties of the Board Representative to ensure compliance and maintain a strong working knowledge utilizing CCR Title 15, WIC, and Case Law as needed.
14. Represent the BJH in multi-agency and inter-divisional work groups to assure the Board’s interests are considered utilizing subject matter expertise when required.
15. Conduct training for staff to develop their skills and knowledge to further the interest of the BJH as assigned by Executive Officer or his/her designee as needed.
16. Assist on special projects including development of policy and procedures to further the interest of the BJH as assigned by Executive Officer or his/her designee as needed.
17. Observe facility treatment and training programs to become familiar with the services provided to youth committed to DJJ by participating in treatment groups as needed.
18. Participate in annual review hearings for youth committed to DJJ to review their treatment, training, and adjustment in order to provide input as it applies to readiness to parole utilizing written case file information, statements made by youth committed to DJJ, and facility staff as needed.
19. Audit Board Orders in order to ensure accuracy of official records utilizing case files, staff reports, and hearing tapes as needed.
20. Identify and report on problems or situations relating to policies or procedures of the Division as they relate to the BJH to ensure protocols, policies, and laws are adhered to as needed.
21. Communicate information to youth, DJJ staff, and stakeholders regarding release decisions and the BJH policy utilizing effective communication skills and subject matter expertise on a regular basis.
22. Interpret and apply regulations and policies in State law to ensure compliance as needed.
23. Deliver presentations at meetings, seminars, training sessions, etc., to provide education and updates on practices that impact the effectiveness of juvenile justice as needed.
24. Prepare written documents (e.g., Annual and Initial Case Review Board Orders, Administrative Discharges, Recommendations for Probation Supervision, etc.) in order to respond to and/or convey information to the youth, probation officials, and court officials utilizing a personal computer, Title 15, analytical skills, etc., as needed.
25. Mentor staff to promote professional development through ongoing guidance and direction as needed.
26. Interpret court commitment orders, DJJ staff reports, and BJH documents to produce a discharge decision and uphold compliance with statutes, case laws, regulations, etc., utilizing working knowledge and policies as needed.
27. Analyze forms, system data, reports, and/or legal documents to uphold compliance with Secretary’s Rules, statutes, and case laws to determine the appropriate administrative process, and provide information utilizing working knowledge, regulations, and policies as required.
28. Carry out managerial responsibilities in the work place to maintain compliance with Department-wide mandates concerning Equal Employment Opportunity (EEO), ADA as defined by regulatory agencies and established guidelines/policies utilizing working knowledge, regulations, and policies, etc., as required.
29. Prepare documents (e.g., correspondences, reports, policies, procedures, etc.) to request and/or provide information to others utilizing working knowledge, rules, regulations, and policies, etc., as needed.
30. Participate in policy sessions to determine how changes in the law should be implemented utilizing subject matter expertise as required.
31. Conduct special studies and create reports to have information readily available utilizing subject matter expertise under management’s directives as needed.
32. Perform research and analysis on numerous subjects to ensure current practices and procedures are in compliance with the law utilizing CCR Title 15, WIC, Penal Code, etc. as required.
33. Conduct Initial Case Review for youth committed to DJJ to review their treatment, training, and adjustment in order to provide input as it applies to readiness to parole utilizing written case file information, statements made by youth committed to DJJ, and facility staff as needed.

Ability to:
A1. Interpret and apply Youth Authority Act, Welfare and Institutions Code, Penal Code, and other laws and court decisions pertaining to the functions of the Division of Juvenile Justice (DJJ) and the California Department of Corrections and Rehabilitation as they relate to the Board of Juvenile Hearings (BJH).
A2. Interpret and apply policies, rules and agreements of the BJH pertaining to youth committed to DJJ to make appropriate decisions.
A3. Evaluate sociological, psychological, psychiatric, and vocational findings and recommendations to make informed decisions.
A4. Extract from case records pertinent facts and data and present them in a clear, concise manner to avoid errors.
