Task Statements:

1.  Plans the social work duties and assignments of the associated Mental Health and/or Behavioral Health Services program to provide quality mental health and/or targeted case management services for inmates and/or parolees utilizing California Code of Regulations Title 15 [CCR Title 15], Departmental Operations Manual [DOM], Diagnostic and Statistical Manual [DSM], etc. under the direction of the Chief Psychologist, Chief Psychiatrist or Chief Program Administrator.

2.  Organizes the social work duties and assignments of the associated Mental Health and/or Behavioral Health Services program to provide quality mental health and/or targeted case management services for inmates and/or parolees utilizing California Code of Regulations Title 15 [CCR Title 15], Departmental Operations Manual [DOM], Diagnostic and Statistical Manual [DSM], etc. under the direction of the Chief Psychologist, Chief Psychiatrist or Chief Program Administrator.

3.  Directs Supervising Psychiatric Social Worker I (SPSWI) oversight of the associated Mental Health and/or Behavioral Health Services program to provide quality mental health and/or targeted case management services for inmates and/or parolees into the community utilizing CCR Title 15, DOM, DSM, etc. under the direction of the Chief Psychologist, Chief Psychiatrist or Chief Program Administrator.

4.  Maintains program standards and monitoring criteria to ensure incorporation of evidence based principles and promising practices utilizing Departmental Vision/Mission/Value/Goals Statements, departmental policies/procedure, etc. on an ongoing basis.

5.  Works with departmental administrators to improve policies and procedures relating to inmate and/or parolee mental health and case management services utilizing committees, work groups, subject matter experts, etc. as needed.

6.  Coordinates field staff response to inquiries from Headquarters to provide accurate information through the appropriate chain of command utilizing meetings, e-mail, and reports, etc. as needed.

7.  Provides direct/indirect supervision to social worker staff to ensure compliance with program policies utilizing CCR Title, DOM, Departmental policies, etc. on an ongoing basis.

8.  Directs SPSWI to ensure Social Worker completion of assigned duties utilizing Departmental policies and procedures on an on-going basis.

9.  Conducts meetings with SPSWI staff to ensure standardized implementation of Departmental policies utilizing facilitation skills, PowerPoint, Microsoft Teams, etc. on an ongoing basis.

10.  Assigns areas of responsibility to SPSWI staff for the oversight of Social Workers providing quality mental health and/or targeted case management services for inmates and/or parolees utilizing population data, staffing, and facility location, etc. on an ongoing basis.

11.  Provides clinical guidance case consultation, differential diagnosis and ensure training for staff to improve quality of care and treatment of inmate and/or parolees utilizing DSM, in-service training, quality review, etc. on an ongoing basis.

12.  Oversees the development and improvement of staff performance and provide training and corrective action utilizing On the Job Training (OTJ), Supervisory Handbook, Memorandum of Understanding (MOU), etc. on an ongoing basis.

13.  Directs appropriate clinical supervision of license-eligible social workers to ensure they meet all the training hours and the professional standards required for licensure utilizing Board of Behavioral Science requirements, SPSWI oversight, Departmental policy and procedure, etc. as needed.

14.  Directs the collection of data related to associated Mental Health and/or Behavioral Health Services for authorized research projects utilizing databases, Microsoft Office Suite (Word and Excel), and staff etc. as needed.

15.  Participates as a representative for the Department in conferences, forums and community meetings to produce community awareness, understanding of social work practices, and gain stakeholder support for the inmate and/or parole mission utilizing communication/interpersonal skills, knowledge of policies and procedures, etc. as needed.

16.  Provides information on the social work program to other departmental personnel, other agencies, and the public utilizing effective communication skills, departmental policies, ethical professional practices, etc. as needed.

17.  Establishes cooperative working relationships with departmental and community based programs to identify resources and develop processes for inmate and/or parolee service referrals utilizing presentations, conferences, meetings, etc. on an ongoing basis.

19.  Facilitate positive public relations to educate the community groups about the Mental Health and/or Behavioral Health Services program to inmates and/or parolees utilizing effective communication skills, knowledge of the audience, program related data, etc. as needed.

20.  Establishes cooperative working relations and liaison with Institution, Parole, State Hospital, and County Mental Health programs to share patient specific clinical information for continuity of care utilizing case conferencing calls, clinical notes, treatment staff, etc. on an ongoing basis.

22.  Informs stakeholders of available inmate and/or parole programs to provide education and general information regarding Mental Health and/or Behavioral Health Services and demographics utilizing program descriptions, data, effective communication skills, etc. as needed.

23.  Prepares written and electronic correspondence/reports related to Mental Health and/ or Behavioral Health Services and statistics, position vacancies, employee recruitment, utilizing computer software, e-mail, program data etc. on an ongoing basis.

24.  Prepares reports to communicate casework and programming status/issues, personnel concerns, corrective action plans, health and safety concerns, budgetary status, etc. utilizing audit instruments, proof of practice documentation, communication from staff, etc. on an ongoing basis.

25.  Ensures staff supervises the conduct of inmates and/or parolees receiving Mental Health and/or Behavioral Health Services within Institution, Parole, State Hospital to promote the safety and security of staff, inmates and /or parolees, and the public utilizing correctional awareness of the surroundings in accordance with Title 15, DOM, and Departmental policy and procedures.

26.  Ensures staff inspects work areas to prevent injury by inmates and/or parolees to themselves, others, or property by ensuring compliance with mandated safety regulations, correctional awareness of the surroundings in accordance with Title 15, DOM, and Departmental policy and procedures.

27.  Ensures staff maintains security of working areas and work materials in all work locations by ensuring compliance with mandated safety and confidentiality regulations, identifying and informing Institutional, Parole, and State Hospital staff of inmate and/or parolee contraband, and inspecting all areas in accordance with Title 15, DOM, and Departmental policy and procedures.

28.  Ensures staff inspects work areas for contraband (e.g., weapons or illegal drugs) to ensure compliance with mandated safety regulations in accordance with Title 15, DOM, and Departmental policy and procedures. Monitors the workplace to ensure compliance with Equal Employment Opportunity            (EEO) policy and promote a work environment free of discrimination pursuant to state and federal laws as required.

29.  Requests recruitment, screen, interview, and recommend the hiring of selected candidates to fill existing vacancies or newly-established positions utilizing parole personnel liaison and Examination and Certification Online System (ECOS), in accordance with Departmental policies and procedures as required.

32.  Travels (including overnight) to various regional and statewide locations to conduct interviews, provide onsite supervision, promote positive communication, standardize services, implement policies and procedures, attend training, etc. using state or privately-owned vehicle, airlines, etc. as necessary.
