Richard McGowan, a retired correctional officer, passed away Nov. 17, 2024. He worked for the department from 1986 until retiring 2010.

He began his career with the department as a cadet in October 1986. After graduating the Basic Correctional Officer Academy, he reported to the Correctional Training Facility at Soledad in December 1986.
Three years later, he temporarily transferred to Mule Creek State Prison in Ione, spending a month at the institution. He then returned to Correctional Training Facility. In November 1995, he transferred to Calipatria State Prison. Then in 1997, he transferred to Salinas Valley State Prison where he remained until retiring in February 2010.
“Richard will be missed and remembered by all. Salinas Valley State Prison extends our most sincere condolences to the family, friends and loved ones of Officer Richard McGowan,” according to a statement issued by the institution.
A celebration of life will be held on Friday, Nov. 29, 2024, from 1 to 5 p.m. at the Portuguese Hall, 820 E. Main St., in Visalia.
