CDCR attends 2024 Torch Run Conference

Representatives from CDCR attended the 2024 International Law Enforcement Torch Run Conference in San Antonio, Texas.

CDCR recently attended the 2024 International Law Enforcement Torch Run (LETR) Conference for Special Olympics in San Antonio, Texas.

This global event brought together thousands of law enforcement personnel from around the world to promote inclusion and support individuals with intellectual disabilities.

Representing CDCR were:

  • Correctional Training Facility (CTF) Capt. Krystle Binning
  • CTF Correctional Counselor Shannon Dunaven
  • Valley State Prison (VSP) Community Resources Analyst Heather Betts
  • Division of Adult Institutions Community Resources Manager Martina Virrey
  • and Deputy Chief David Maldonado from the Office of Public and Employee Communications.

Torch Run tradition shows community support

The LETR began in 1981 as a small initiative led by Wichita Police Chief Richard LaMunyon. Since then, it has grown into an international program uniting law enforcement officers, known as “Guardians of the Flame,” to carry the Special Olympics torch as a symbol of hope and unity. CDCR’s participation highlights its dedication to fostering community engagement and creating opportunities for individuals of all abilities.

Reflections from CDCR participants

“Attending the LETR conference was a reminder of the meaningful work we can do beyond the prison walls. It renewed my focus on fostering inclusion among staff and those in our care,” said Capt. Binning.

Betts said the event was inspiring.

“Hearing from participants around the world reinforced the importance of building programs that promote understanding and inclusion, especially for those facing unique challenges,” she said. “The revolution is inclusion.”

Next steps for CDCR

The LETR is not just a single event but a yearlong campaign, emphasizing ongoing efforts to promote inclusion and raise awareness for Special Olympics athletes. Inspired by the conference, CDCR plans to find new ways to integrate the values of the Special Olympics into its facilities and communities.
