The Division of Adult Parole Operations (DAPO) Community Reentry Unit (CRU) recently toured a treatment and employment facility in Pomona.
On Jan. 28, the Female Offender Treatment and Employment Program (FOTEP) HealthRight 360 Center in Pomona welcomed parole staff.
Pomona FOTEP is a CDCR contracted 32-bed adult residential and reentry center. It is designed to create a supportive environment tailored to the needs of the female population, using evidence-based practices to address the impact of trauma on addiction and criminal thinking and behavior.
Women can stay in the program for up to 15 months, or until they complete their parole term.
Those enrolled in the FOTEP program often have the chance to reunite with their children and may qualify for a residency program with them until they reach 3 years of age.
The program provides opportunities for parenting classes, family activities, therapy, and family-bonding opportunities.
The center is allotted to house up to six children in the parent-child residency program. While at the program, participants who haven’t earned a high school diploma must also enroll in the GED program through reentry partner, Five Keys Charter School.

FOTEP participants earn education, learn job skills
Other supportive efforts to assist participants include:
- evidence-based classes/groups
- mental health support groups
- employment assistance
- housing programs designed to assist the participants in their transition after graduating the program.
Pomona FOTEP also partners with Working Wardrobes to provide necessary clothing and hygiene needs.
Elecia Sloon, a one-month program participant, said she’s grateful for the program.
“I needed this program to stay sober and to reunify with my children. I want to go back to having my own place.”
Brooke Prentiss, formerly transient, now has a safe home at Pomona FOTEP for both she and her 14-month-old son, who also resides with her in the program.
She joined the program for assistance with housing and reunification with her older daughter who resides out of state.
“I have a plan in place, and this program will help me get there,” she said.
Alondra Salinas, a two-month participant, is a juvenile lifer who relapsed and requested to come back to the program. She had previously completed six months of the program when released.
“This program is helping me to put my life in order,” Salinas said.
Recently paroled from California Institution for Women, Charlotte Ross said she welcomes the opportunity to continue her rehabilitation plan. She is currently a one-month program participant.
“While I’m here, I want to earn as many vocational and program certificates as I can to be prepared for my future,” she said. “This program will help me pick up where I left off with the rehabilitative programs from the institution.”
