High Desert State Prison (HDSP) in Susanville recently held a comprehensive mass casualty training exercise in the administrative building. The training marked the first time the facility has held this type of exercise in the admin building.
The training simulated a complex emergency involving multiple active shooters and hostage situations within the building. The exercise was designed to strengthen staff preparedness, communication, coordination and response capabilities during a critical incident.
Event organizers developed realistic scenarios that emphasized rapid threat response, integrated incident management, and lifesaving medical care. The exercise was conducted in coordination with California Correctional Health Care Services and incorporated the “Run, Hide, Fight” response principles along with casualty care and coordinated emergency planning.
Following the exercise, a staff debriefing discussed their experiences and identified lessons learned. Several staff members said conducting the training in a different location created a more realistic environment, changing the overall tone and dynamics of the exercise.
The training provided an important opportunity for staff and partner agencies to practice coordinated emergency response procedures in a realistic setting. They also identified areas for continued preparedness and improvement.
