Article 5 – Post Assignment Schedule
51050.1 Policy

All Wardens shall maintain a current, approved Post Assignment Schedule (PAS), which shall be reconciled each year and as designated by the Program Support Unit (PSUPsychiatric Services Unit). The PAS shall reconcile to total authorized positions as identified by the State Controller’s Office. Allocation and deployment of authorized positions shall be determined by the PSUPsychiatric Services Unit and by the Budget Management Branch (BMBBudget Management Branch).
51050.2 Purpose of Post Assignment Process

The PAS is a report that identifies how the approved Governor’s budget is converted to the authorized staffing of an institution utilizing the standardized staffing methodology. The Master Assignment Roster (MARMaster Assignment Roster) is a report utilized to identify all operational posts at an institution on a daily basis, by watch.
51050.3 Maintenance of Schedules

Separate post assignment schedules shall be maintained for each of the following staff:

Custody.

Food service.

51050.3.1 Custody
-
A PAS for custody staff shall include all operational posts in the custodial series within an institution, facility, work area, office, and other location(s) required to report operational posts on a PAS. The PAS shall reflect all operational posts in the following classifications: Correctional Administrator, Captain – Adult Institution, Correctional Lieutenant, Correctional Sergeant, Correctional Officer, Correctional Counselor III, Correctional Counselor II – Supervisor, Correctional Counselor II – Specialist, Correctional
Counselor I, and any other classifications as required.
51050.3.2 Food Service

A PAS for Food Services staff shall include all operational posts in the Food Services series within an institution, facility, work area, office, and other location(s) required to report operational posts on a PAS. The PAS shall reflect all operational posts in the following classifications: Correctional Food Manager, Assistant Correctional Food Manager, Supervising Correctional Cook, Correctional Supervising Cook, and any other classifications as required.
51050.3.3 Definitions of Personnel Year, Position, Post, and Watch

Personnel Year
A Personnel Year (PYPersonnel Year) is the number of days on which an employee is expected to physically work over the course of one calendar year. The number of days in a PYPersonnel Year varies based on the authorized relief of a specific post. -
Position
A position is a budgetary concept that equates to an annual salary plus benefits paid to an individual for the performance of a given kind of work (i.e., classification such as Office Assistant [OAOffice Assistant]; OAOffice Assistant II; or Officer). A position equates to the authorized pay number as established by the State Controller’s Office (SCOState Controller’s Office). -
Post
A post is a specific work assignment to be performed by one individual at a time on a specific shift or watch and for a specified number of days per year. The definition also identifies or assigns a post to a specific watch.-
For example, a tower that is manned 24 hours per day, 365 days a year, is not considered one post. Since it involves all three watches, it is three separate posts.

Watch
A watch is a scheduled period of work for an employee. CDCRCalifornia Department of Corrections and Rehabilitation utilizes three watches per calendar day: First Watch (1W), Second Watch (2W), and Third Watch (3W), which are determined at the start time of the post, in accordance with applicable policy, bargaining unit contract, or other controlling document(s).
51050.4 Post Assignment Schedule – Master Assignment Roster User Guide

The Post Assignment Schedule/Master Assignment Roster (PAS-MARMaster Assignment Roster) User Guide is a source document maintained by the PSUPsychiatric Services Unit that provides the most current methodology and information regarding post assignments. As changes occur, an updated PAS-MARMaster Assignment Roster User Guide shall be distributed to lieutenants and sergeants assigned to the Assignment Time Management (ATM) office of each institution, to provide an easily accessible reference for the end user in maintaining accurate and standardized post information. The PAS-MARMaster Assignment Roster User Guide includes instructions for maintaining an accurate PAS and MARMaster Assignment Roster, along with current methodology related to post numbers, post naming conventions, relief factors, and the PAS-MARMaster Assignment Roster reconciliation process.
51050.5 Revisions to PAS

When a revision to the PAS is warranted, a Staffing Adjustment Notice shall be distributed by PSUPsychiatric Services Unit identifying the changes.

If the revision includes budgeted post activation(s) or deactivation(s), a Form STDStandard Form (DGS). 607 shall be prepared and submitted by the institutions.
51050.6 Revisions

The Deputy Director, Facility Support, or designee, shall ensure that the content of this section is accurate.
