Task Statements:
1. Plan the work of assigned staff with regional responsibilities for an extensive geographical area of multiple facilities to ensure compliance with plans/specifications, building codes, and standards as directed.
2. Review cost estimates (e.g. materials, labor, equipment, contracts, etc.) to support construction project funding requests utilizing plans, specifications and work descriptions under the general direction of the Construction Supervisor III, CF.
3. Inspect work in progress to provide status reports to management regarding project schedules and deadlines utilizing plans, specifications, codes/ standards per program policies and guidelines.
4. Participate in the hiring of new civil service staff, casual labor, and adult/youthful offenders for the Inmate/Ward Labor Program to provide qualified personnel and skilled labor in accordance with the Department of California Human Resources (CalHR) as requested..
5. Provide training to assigned staff, casual labor, and adult/youthful offenders to adhere to state rules and regulations utilizing Title 15, DOM, program policies/procedures as required
6. Supervise assigned staff in the selection of adult/youthful offenders by working with the California Department of Corrections and Rehabilitation (CDCR) classification committee to ensure that qualified adult/youthful offender labor is provided for each construction project as needed.
7. Coordinate with project stakeholders, facilities and union labor representatives to ensure completion of scope of work per plans/specifications, design criteria guidelines, and building codes as needed.
8. Supervise the work activities (i.e., construction and alterations/repairs of large scale building structures) of staff and adult/youthful offender at multiple facilities to ensure compliance with plans/specifications, building codes and standards as needed.
9. Supervise assigned staff in the coordination of construction and repair projects within an institutional facility to minimize the impact on facility operations utilizing Departmental Operations Manual (DOM), meetings, construction documents, etc. as needed.
10. Supervise assigned staff in regional safety programs to maintain the Injury Illness Prevention Program (IIPP) utilizing departmental policies/procedures, guidelines, and regulations as required by Title 15 and the California Office of Safety and Health Administration (Cal-OSHA) standards.
11. Prioritize multiple construction projects at different locations in order to effectively complete projects on time and within budget in accordance with departmental priorities utilizing project schedules, available resources and coordination with numerous entities as required.
12. Assist in the development of project construction schedules to meet priority objectives (i.e., project urgency and costs) as requested by considering the entire scope of the project (e.g., material and labor availability, subcontractor constraints, and site conditions, etc.) referencing the plans and specifications as needed.
13. Identify the need for contracts in order to produce construction contracts (e.g. public works contracts or service contracts) utilizing plans, specifications, and schedules, etc. under the guidelines of the California Contract Code (CCC) as needed.
14. Assist assigned staff in the review of plans, specifications, and site conditions to implement/recommend necessary changes and provide technical assistance to professional architectural and engineering staff through the Construction Bulletin (CB), the Request for Information (RFI) and Change Order (CO) processes as needed.

19. Perform periodic audits to ensure accurate project records (e.g. budget allocations, expenditures, CB, RFI, Change Orders, and etc.) utilizing departmental policies and procedures as needed.
20. Apply regulations, departmental policies and procedures, etc., to construction processes to ensure compliance as needed.
21. Perform planning of construction activities to ensure the goals and objectives of the Department are achieved utilizing five year plan, schedules, court mandated project requirements, etc. as directed.
22. Identify the testing and inspection requirements of assigned projects to ensure finished construction complies with departmental policies and procedures, California Code of Regulations (CCR), and applicable building codes on an ongoing basis.
23. Communicate professionally and effectively with staff both orally and in writing utilizing tact and interpersonal skills to establish and maintain positive working relationships on an ongoing basis.
24. Provide leadership and guidance to construction crews to produce a quality product within budget and schedule utilizing effective communication and organizational skills as needed.
25. Complete employee Individual Development Plan (IDP), performance evaluations and probationary reports to document accomplishments, performance goals and areas of improvement utilizing departmental policies and procedures as required.
26. Oversee assigned staff in implementing the hiring of casual employees for the Inmate/Ward Labor Program to provide skilled labor and facilitate completion of assigned construction projects by coordinating with the appropriate Building Trades Unions as needed.
27. Assist in coordinating a pre-apprentice program for adult/youthful offenders with institution staff and the local trades’ persons to enhance rehabilitation, utilizing the current multi-trade curriculum under the general direction of the Program Administrator.
28. Provide assistance to managers, employees, and control agencies on sensitive and/or complex matters in order to resolve construction issues, provide information and/or recommendations using references/policies (e.g., submittals, design criteria, and specifications, etc.) as needed.
29. Travel (including overnight) to different locations statewide to provide project oversight, implement policies and procedures, attend training, etc. utilizing state or personal vehicle, airlines, etc. as needed.
30. Utilize the IIPP to prevent injury to adult/youthful offenders committed to the CDCR in accordance with the DOM, CCR, and Title 15.
31. Perform supervisory duties in the work place with regard to department-wide mandates concerning Equal Employment Opportunity (EEO) and other personnel practices in order to maintain a discrimination free work environment as mandated by CDCR.
32. Address stressful situations in the work place professionally and tactfully in order to promote employee overall health and well-being in accordance with professional ethics and EEO policies.
33. Approve requests for travel (i.e., travel advance/travel expense claims) to guarantee sufficient staffing on projects and/or mandated training utilizing departmental travel guidelines, DOM, and policies as needed.
34. Maintain safety and security of assigned working areas through inspections and searches for contraband (e.g., weapons or illegal drugs, etc.) and tool/key control to prevent escape or injury to themselves or others by adult/youthful offenders in accordance with DOM, departmental policies/procedures, and Title 15, etc. on an ongoing basis..
