Productivity and self improvement opportunities are provided for inmates through academic classes, work programs, religious and self-help groups. LAC was constructed to meet the access requirements of the Americans with Disabilities Act (ADA) and has been designated to house Level I, III and IV inmates. The housing of these inmates is accomplished on a Minimum Support Facility (MSF) and four 270 design facilities. LAC also houses inmates who meet the criteria of the Department’s Disability Placement Program (DPP). LAC has a 100 cell standalone Administrative Segregation Unit (ASU) and a Correctional Treatment Center (CTC) where inmates receive professionally supervised health care beyond that normally provided in the community on an out-patient basis. LAC also provides Correctional Clinical Case Management System (CCCMS) and Enhanced Outpatient Program (EOP).
DRP Programs
Integrated Substance Use Disorder Treatment (ISUDT)–Overview
On January 21, 2020, the California Department of Corrections and Rehabilitation (CDCR) and California Correctional Health Care Services (CCHCS) implemented ISUDT. ISUDT is a comprehensive and evidence-based cross-divisional program with pathways to treatment through DRP Cognitive Behavioral Interventions (CBI) programs referred to as:
CBI-Intensive Outpatient (Medical Classification T1, SOMS assignment code ISI) 2-hours/day, 5-days/week, 52-weeks completion
CBI-Outpatient (Medical Classification T2, SOMS assignment code ISO) 2-hours/day, 3-days/week, 14-weeks completion
CBI-Life Skills (Medical Classification T3, SOMS assignment code CB2) 2-hours/day, 3-days/week, 29-weeks completion
All participants will be assessed by medical and referred to one of the CBI classes.
Family Liaison Service Specialist
CDCR provides through a contract with a community-based organization an on-site Case Manager as a family reunification liaison for inmates and family members, to assist with an inmates pre-release preparation; and conduct Parenting and Creative Conflict Resolution classes for inmates. California State Prison-Los Angeles County is located in Lancaster, California, and is the first and only state prison in Los Angeles County. Lancaster and surrounding cities (Palmdale, Quartz Hill and Rosamond) make up what is known as the Antelope Valley. The Antelope Valley is approximately 70 miles north of downtown Los Angeles and is close enough to drive for an evening out, but far enough to avoid city living. In the Antelope Valley, you’ll find a minor league baseball team, the Antelope Valley Mall, Dry Town Water Park, Steve Owens Memorial Park, the Palmdale Amphitheater, Edwards Air Force Base and the Rancho Vista Golf Course.


The California State Prison Los Angeles County (LAC) is a multi-mission institution. Fundamentally, the institution houses minimum and maximum security male inmates. The institution serves as a Medical hub for Enhanced Outpatient (EOP) and EOP Administrative Segregation levels of Healthcare and also operates a Prison Industry Authority (PIA) Laundry, and soap manufacturing facilities.
The institution serves as a Reentry Hub with programs such as Commercial Plumbing, Commercial Painting, Masonry and Computer Literacy. A Progressive Programming Facility (PPF) was established on Facility “A” in 2000. The PPF was created to create a program environment, free from violence, illegal drugs and disruptive behavior.

Pat Horn has been Acting Warden at California State Prison – Los Angeles County (LAC) since December 2022.
In 1997, he began his CDCR career as a Correctional Officer at North Kern State Prison (NKSP). In 2005, he promoted to Correctional Sergeant, and worked as Correctional Counselor I in March of 2007. In 2011, he promoted to Correctional Counselor II Supervisor at Kern Valley State Prison (KVSP). In 2013, he transferred to California State Prison-Corcoran (CSP), where he continued his career as a Correctional Counselor II Supervisor.
In 2013, he promoted to Correctional Counselor III, Classification and Parole Representative (C&PR) at NKSP and then to Associate Warden in November of 2018. In 2020, he began an Out of Class assignment as the Chief Deputy Warden at the California Correctional Institution (CCI) in Tehachapi before accepting that position full time in May of 2021.

Christina Galstian has been serving as CEO at LAC since 2017. Prior to that, she was CEO at California City Correctional Facility from 2016. Galstian has broad experience in the health care industry. Before coming to CCHCS, she held several chief executive positions, including at CareNet Medical Group, Dignity Health, Albany Medical Center, Kaiser Permanente and Glendale Memorial Hospital. Galstian holds a Doctor of Science degree in Business Administration, a Master of Science degree in Business Administration, and a Management Fellowship from the UCLA Anderson School of Management. Her research article “The Relationship of Hospital CEO Characteristics to Patient Experience Scores” is being published by the Journal of Healthcare Management, a peer-reviewed periodical published by the American College of Healthcare Executives.
Local Inmate Family Councils (IFC’s) are a gathering of family and friends of the incarcerated who meet regularly with Wardens to support visiting since keeping strong family connections with loved ones is a powerful rehabilitative tool. These IFC’s promote visiting by clarifying rules and regulations as well as discussing health, education, vocational training, packages, books, and related issues.
