Total Population

In response to recent changes in California law, specifically Senate Bill 179, also known as the Gender Recognition Act, and Senate Bill 132, also known as the Transgender Respect, Agency, and Dignity Act, the California Department of Corrections and Rehabilitation (CDCR) has modified the TPOP1 report and created the TPOP 4 report.

The revised TPOP1 report reflects CDCR’s total population by institution, removing the institution categories of “Male” and “Female” and consolidating the institution list in alphabetical order.

The TPOP4 report was created to provide demographic information specific to gender identity for CDCR’s population. As such the TPOP4 report reflects the Department’s total population by institution and gender identity.

Population Projections

In Spring and Fall of each year, CDCR projects institution and parole populations.

Capacity Assessment

The enacted 2023-24 California State Budget requires the California Department of Corrections and Rehabilitation to submit an assessment to the Legislature relating to necessary operational capacity of its system that enables each facility to operate in an effective manner.
