California Health Care Facility (CHCF) in Stockton hosted its second promotional ceremony on Friday, Feb. 20, honoring nine staff members for their dedication, professionalism, and career advancement. Those being recognized represented a cross section of the institution, including non-custody, custody, medical, and mental health.
The loved ones of those being honored were invited to attend and share in celebrating their accomplishments.
The ceremony was presented by Community Resources Manager Jasmine Gin and Public Information Officer Lt. Lance Davis. Also in attendance was Associate Director Kathleen Ratliff. Inspirational speeches on the importance of leadership were delivered by acting Warden Dao Vang and Chief Medical Executive Anise Adams.
CHCF promotional ceremony recognition
The following staff members were recognized during the ceremony:
- Virginia Tapia, personnel specialist
- Earl Smith, correctional sergeant
- Shephfan Jackson, supervisor II
- William Tidwell, custodian supervisor II
- Amber Rowlands, supervisor of correctional education programs
- Corine Riley, analyst
- Michael Brown, chief deputy warden
- Bakare Doyinsola, licensed vocational nurse
- Harinder Kaur, licensed vocational nurse
Each honoree received a certificate of achievement in recognition of their accomplishment.
A highlight of the ceremony was the traditional pinning, where family members had the honor of placing the insignia of their loved one’s new rank. For newly the promoted correctional sergeant, this included the proud placement of chevrons symbolizing their transition into leadership.

Following the ceremony, staff, family, and friends gathered to take photographs, enjoyed lunch, and built connections with one another. Conversations throughout the room reflected pride, support, and inspiration, as many spoke about their own future career goals.
Newly promoted Correctional Sgt. Earl Smith thanked those who organized the event.
“It’s nice to feel acknowledged and appreciated,” Smith said.
CHCF remains committed to recognizing staff achievements and fostering a culture of leadership, professionalism, and support. CHCF looks forward to honoring more employees in future promotional ceremonies.
