15090.2.4 Personnel Examining Section

• The PES administers CDCRCalifornia Department of Corrections and Rehabilitation’s civil service examining program on behalf of SPBState Personnel Board (see CalHR) under the decentralized selection program. PES services are divided into two testing program areas: Central Testing Unit (CTU) and Regional Testing Liaison Unit (RTLU).

• Central Testing Unit

  • The Central Testing Unit conducts both promotional and open examinations for service-wide classes and classes unique to the CDCRCalifornia Department of Corrections and Rehabilitation; provides consultation and technical assistance to CDCRCalifornia Department of Corrections and Rehabilitation managers, supervisors, staff, and the public upon request; interprets and applies civil service merit system laws, rules, policies and procedures; and CDCRCalifornia Department of Corrections and Rehabilitation policies, procedures, and processes related to personnel examining.

• Regional Testing Liaison Unit

  • The RTLU manages CDCRCalifornia Department of Corrections and Rehabilitation’s statewide-delegated testing program. Under this program, the Local Testing Offices (LTOs) administer examinations on a local basis. The LTOs include the facilities, HRHuman Resources, New Prison Activation Unit, and Correctional Training Center (CTC). The RTLU provides LTOs with training, consultation, technical assistance, and oversight to ensure compliance with the civil service merit system’s laws, rules, policies, and procedures. In addition, the RTLU provides LTOs with explicit written materials necessary to administer examinations.
