Article 27 – Threat Liaison Officer Program

Each CDCRCalifornia Department of Corrections and Rehabilitation DAIDivision of Adult Institutions (formerly Institutions Division) Institution, DAPODivision of Adult Parole Operations (formerly P&CSD) Parole Region, OIAOffice of Internal Affairs Headquarters Office, DRPDivision of Rehabilitative Programs Headquarters and OCSOffice of Correctional Safety Field Office shall designate a CDCRCalifornia Department of Corrections and Rehabilitation Peace Officer to serve as a TLO. This assignment will be considered an additional duty of the staff member’s currently assigned duties. This individual is the primary TLO and shall serve as the direct point of contact for the CIAU. Backup TLOs should also be designated to assist the primary TLO and be available in their absence. The number of backup TLOs at each location should be determined by the hiring authority, or their designee.

DAIDivision of Adult Institutions (formerly Institutions Division) shall assign the TLO designation duties to a Peace Officer assigned to the Investigative Services Unit within each institution.

DAPODivision of Adult Parole Operations (formerly P&CSD) shall assign the TLO duties to a staff member at the classification of Parole Agent II Supervisor or higher.

DRPDivision of Rehabilitative Programs shall assign the TLO duties to a staff member at the classification of Correctional Counselor II Supervisor or higher.

The CIAU SA assigned to the Counterterrorism Team shall serve as the Threat Liaison Officer Coordinator (TLOC). The CIAU Correctional Sergeant assigned to the STAC shall serve as the backup TLOC.

The TLOC shall ensure that TLOs are provided relevant and current intelligence to ensure awareness of trends and activities regarding suspected terrorism related activities and radicalization. The TLOC will be the primary point of contact for TLOs when reporting suspicious activities.

In addition, the TLOC shall be responsible for the following:

Review suspicious activity forwarded by TLOs..

Provide violent extremism/prison radicalization training and briefings to CDCRCalifornia Department of Corrections and Rehabilitation TLOs.

Ensure the protection of constitutional rights by offering guidance and assessing information, thereby safeguarding the integrity of the CDCRCalifornia Department of Corrections and Rehabilitation.

Establish and maintain a CDCRCalifornia Department of Corrections and Rehabilitation TLO email distribution list in the CDCRCalifornia Department of Corrections and Rehabilitation email system.

Maintain working relationships with the Joint Terrorism Task Force, the California regional fusion centers and the STAC.
