52200.6 Reporting

  • The CDCRCalifornia Department of Corrections and Rehabilitation TLO reporting protocols are designed to prevent case confliction and to expedite the reporting process to ensure a timely response to reports of suspicious behavior, suspected incarcerated or supervised persons radicalization and/or suspected violent extremist behavior. The following steps shall be taken when reporting such suspected behavior:

    • CDCRCalifornia Department of Corrections and Rehabilitation TLOs shall report any suspicious activity by directly contacting the TLOC at m_ocs_ciau_intake@cdcr.ca.gov.

    • Intelligence analysts assigned to the CIAU Counterterrorism Team shall review the submission, and, as appropriate, prepare a Suspicious Activity Report (SAR).

    • Prior to submitting the SAR, the Analyst shall forward the proposed submission to the TLOC SA for review.

    • Once the review process has been completed and a determination has been made to release the information, the proposed SAR submission shall be made by a member of the CIAU Counterterrorism Team to a California fusion center.

  • If a member of the CIAU Counterterrorism Team has knowledge that an investigation has already been initiated by another agency, the TLOC shall contact the agency leading the investigation to ensure that distribution of the intelligence to the fusion center will not compromise the on-going investigation.

  • In cases where an investigation has yet to be initiated, the TLOC is responsible for initiating an investigation into the activity and determining the appropriate CDCRCalifornia Department of Corrections and Rehabilitation response. The TLOC shall keep the Senior Special Agent apprised of the investigative measures.
