51050.3.3 Definitions of Personnel Year, Position, Post, and Watch 

  • Personnel Year
    A Personnel Year (PYPersonnel Year) is the number of days on which an employee is expected to physically work over the course of one calendar year. The number of days in a PYPersonnel Year varies based on the authorized relief of a specific post. 

  • Position
    A position is a budgetary concept that equates to an annual salary plus benefits paid to an individual for the performance of a given kind of work (i.e., classification such as Office Assistant [OAOffice Assistant]; OAOffice Assistant II; or Officer). A position equates to the authorized pay number as established by the State Controller’s Office (SCOState Controller’s Office).

  • Post
    A post is a specific work assignment to be performed by one individual at a time on a specific shift or watch and for a specified number of days per year. The definition also identifies or assigns a post to a specific watch.

    • For example, a tower that is manned 24 hours per day, 365 days a year, is not considered one post. Since it involves all three watches, it is three separate posts.

  • Watch
    A watch is a scheduled period of work for an employee. CDCRCalifornia Department of Corrections and Rehabilitation utilizes three watches per calendar day: First Watch (1W), Second Watch (2W), and Third Watch (3W), which are determined at the start time of the post, in accordance with applicable policy, bargaining unit contract, or other controlling document(s).
