Parole Agents keep families safe on Halloween, Operation Boo results in 35 arrests

More than 250 parole agents from the California Department of Corrections and Rehabilitation’s (CDCR) Division of Adult Parole Operations (DAPO) partnered with local law enforcement agencies on Halloween night to keep families and children safe while trick-or-treating. The operation resulted in 35 arrests for parole violations such as failing to observe curfew or contact restrictions. However, 94% of supervised persons successfully met parole conditions.

Operation Boo, a long-standing statewide public safety initiative, includes parole compliance checks and home visits for sex offender supervised persons who are not authorized to have contact with minors. The goal is to ensure that neighborhoods across California remain safe during Halloween night festivities.

“These community safety checks are about accountability and protecting our communities,” said DAPO Director Bryan Bishop. “Our agents and law enforcement partners across California were working hard last night to make sure the focus stayed where it belongs – on fun, family, and community safety.”

Parole Conditions for Sex Offenders on Halloween

  • Remain indoors on October 31st from 5:00 PM to 5:00 AM on November 1st.
  • All exterior lights remain off on their homes.
  • No offering of Halloween candy.
  • No Halloween decorations.
  • During curfew, sex offenders may only open their door to respond to law enforcement, adult family members, or emergency needs.

For more than three decades, Operation Boo has been part of CDCR’s commitment to protecting the public. On Halloween, sex offender supervised persons under special restrictions are required to follow strict conditions of parole.

Beyond Halloween, DAPO agents work daily to connect supervised persons with the tools and support they need to successfully reintegrate into society. Through partnerships with community organizations, DAPO provides access to transitional housing, job assistance, food resources, and more.

CDCR’s parole agents continue to strengthen California communities by combining accountability and opportunity through year-round public safety operations.
